In addition to our full-service consulting business (Energy Services), VEIC administers three large-scale sustainable energy programs: Efficiency Vermont, Efficiency Smart, and the DC Sustainable Energy Utility (DCSEU).  

 

The Efficiency Vermont (EVT) Workforce Development Manager works closely with other members of the Supply Chain team, focusing on supporting contractors, distributors, and the overall advancement of Vermont’s climate workforce. This role is tasked with building effective relationships with critical customers and partners, including developing a talent pipeline among Vermont’s weatherization and heating electrification employers by working strategically with those businesses, as well as with education and funding partners.  The EVT Workforce Development Manager will work with Efficiency Vermont staff and a wide range of partners to establish and achieve talent development goals that adhere to best practices for planning, implementation, monitoring, and continuous improvement while increasing value for Efficiency Excellence Network (EEN) members. The role will also build positive relationships externally and internally, helping to advance a culture of service and excellence on the Partner and Customer Engagement team.

Responsibilities

  • Works closely with the Director, Strategy and Partnerships, the Supply Chain team, and Program Managers in order to set the long-term strategy and direction of Efficiency Vermont’s workforce development initiatives. 
  • Builds and maintains productive relationships with public-sector, private-sector and non-profit employers to create career pathways for future talent, coordinating workforce programs with partnering organizations according to mutually agreed plans, budgets, and timelines.  
  • Builds and maintains strong, coordinated working relationships with a wide range of partners and workforce development organizations to ensure alignment and execution of collaborative workforce strategies. 
  • Utilizes the Talent Pipeline Management framework to plan, implement and improve effective workforce programs. Training provided via US Chamber of Commerce Foundation. 
  • Gathers labor market information, talent demand and skills requirements and translates data into meaningful information to create workforce development strategies.  
  • Develops and manages a database of employers and/or industry representatives and maintains regular communication through appropriate channels.  
  • Conducts demand and supply hiring research with energy (principally weatherization and heating electrification) businesses, organizations and education providers to scale and increase hiring and upskilling opportunities. 
  • Develops and continuously monitors progress regarding initiative goals, budgets, and cost-effectiveness, making program tactical changes as needed, taking proactive steps to minimize delays, and ensuring internal and external stakeholders are informed and engaged.  
  • Meets objectives by working with internal partners from other groups and divisions, customers, and external partners such as trade associations and other energy and climate organizations. 
  • Develops expertise in workforce development and the principles and best practices of Talent Pipeline Management and works with other team members and departments to use these areas of expertise to increase the value of Efficiency Excellence Network membership and advance department, EVT and VEIC goals. 
  • Gets first-hand customer and partner information and uses it to inform improvements in Efficiency Vermont’s programs and services. 

Qualifications

  • Strong personal commitment to the mission, vision, goals, and values of VEIC. 
  • Bachelor’s degree in business and five years’ experience in a business-to-business energy or professional services field or a combination of education and experience in a related field from which demonstrated comparable knowledge and skills are acquired.   
  • Solutions-oriented and driven by team results. 
  • Demonstrated ability to establish and cultivate long-term mutually beneficial partnerships  
  • Confident and effective verbal and written communication abilities 
  • Ability to carry out systematic process and/or tactical planning and implement planned steps from start to finish. 
  • Strong interpersonal and communication skills, ability to work collaboratively in a fast-paced environment, and a proven ability to handle competing priorities and meet deadlines. 
  • Strong analytical and organizational skills and attention to detail. 
  • Willingness to learn new things and utilize creative problem-solving skills. 
  • Ability to take initiative to work independently and within a small team on long-term projects.
