NERC CIP Advisor / Engineer

Position We are looking for a NERC CIP Advisor / Engineer to join our Compliance team at our Northfield, MA office. The NERC CIP Advisor / Engineer is responsible for completing compliance tasks including documentation of CIP-related activities for FirstLight assets. This individual also provides coordination in managing and developing programs and processes to monitor and implement risk-based compliance with NERC CIP requirements, and supports the delivery of training related to risk-based compliance monitoring. Key Responsibilities Include: Develop and manage monitoring and oversight activities, including associated project plans and test procedures, to develop high quality oversight programs and processes to support NERC’s risk-based compliance monitoring and CIP enforcement program. Execute, control, and proactively manage project schedules, including risk identification, risk mitigation, and change management. Perform and track required updates to software, equipment, and documentation. Identify, develop, and effectively deliver training. Assist in the ongoing development and improvement of NERC CIP compliance monitoring and enforcement program policies, procedures, rules, and other activities. Report on project status, risks, and achievement of key milestones. Other duties as assigned. Qualifications / Skills Sought Minimum Qualifications: Bachelor’s Degree from an accredited four-year college or university in Engineering or Information Technology is required. 3+ years of experience in the auditing, utility regulatory, compliance, and/or engineering experience. Experience with North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC) regulations and ISO-New England rules and procedures. Knowledge of the NERC CIP Compliance, NERC Compliance Monitoring and Enforcement Program, and NERC Rules of Procedure. Professional certification such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA) or other information security credentials are desirable. Experience with or exposure to SCADA networks is preferred. Experience with firewall administration is preferred. Required Skills Excellent interpersonal and communications skills. Ability to communicate ideas and recommendations orally and in writing. Advanced critical thinking and problem-solving skills. Well-developed multi-tasking skills. Physical Requirements Capable of frequently standing; walking; balancing; sitting; climbing (ladders, stairs, ramps, catwalks and the like as required); stooping; squatting; crouching; crawling; and kneeling as needed. Reporting to the Health, Safety, and Environmental (HS&E) Manager, this position is responsible for providing HS&E leadership and technical support to ten Hydro South stations and one kerosene fired peaker. The position builds and maintains trust and confidence with the Hydro South operation team and inspires change through comprehensive risk assessments, data analysis, and coaching. Supports local staff and management to achieve environmental, health and safety compliance requirements. Works with the HS&E Manager to develop and implement HS&E initiatives for FirstLight. Key Responsibilities Include: Ensure the facilities are in compliance with applicable regulatory areas from OSHA, USEPA, CT DEEP, USDOT, and other regulatory agencies. Identify, develop, and implement procedures and programs in compliance with the local, state, and federal rules and regulations. Provide guidance and oversight to ensure compliance with FirstLight HS&E requirements. Prepare and submit internal and external HS&E regulatory and non-regulatory reports. Manage the disposal of regulated waste across the Hydro South stations. Assist with the reporting of incidents and lead and/or coach during investigations. Ensure all corrective actions identified during investigations are completed and closed out in timely manner. Identify, conduct and/or provide oversight for needed HS&E training for company personnel. Track, analyze, and report HS&E metrics to Hydro South Managers to identify trends and opportunities for improvement. Assist in the development of HS&E objectives and employee performance evaluations with respect to HS&E. Continuously improve and enhance the environment, health and safety practices and procedures. Maintain confidentiality of all the information available to the position. Manage all applicable regulatory documentation in accordance with good practices and regulatory agency requirements. Assist in developing and overseeing the annual budget and business plan related to environmental, health, and safety activities. Maintain and build proactive relations with all HS&E vendors and contractors. Supervise contractors, government inspectors, and auditors as required. Carryout other duties and responsibilities as assigned Qualifications / Skills Sought Bachelor's degree in environmental health and safety, engineering, or related discipline. Ability to work effectively with managers, supervisors, and employees under stressful conditions. Advanced education and training preferred including OSHA, EPA, RCRA, DOT, and Emergency Response Preparedness. Experience with governmental reporting related to Tier II, annual air emission inventories, netDMR, CAMD, etc. are preferred Experience having a working relationship with regulatory agencies such as OSHA, EPA and CT DEEP preferred 10 - 15 years of experience in Environmental Health and Safety required HS&E field. Experience in the power industry and/or construction industry is a major plus. Ability to work independently to implement and develop HS&E goals and strategies. Strong analytical skills with demonstrated problem-solving ability. Demonstrated ability conducting incident investigations and utilizing root cause analysis methods. Valid driver’s license with ability/willingness to travel locally as needed and with little notice within the South Hydro service area. Experience working in a unionized setting is a plus. Proficient in MS Office (Word, Excel, PowerPoint, and Outlook) Physical Requirements Approximately 70% of the work is performed indoors and 30% is performed outdoors. Position FirstLight Power (“FirstLight”), the largest clean energy provider in ISO New England today, is seeking a Manager of Project Development to support the company’s next phase of growth by leading the origination, management, and delivery of clean energy development projects. The company is focused on finding candidates with experience, passion and energy to be a driving force in FirstLight’s evolution from large clean power IPP to a company that will design, create and deliver integrated solutions to meet the clean energy needs of tomorrow. FirstLight seeks a Manager of Project Development to lead its efforts to grow its development pipeline of solar, storage and other clean energy projects, including managing partnerships with third-party developers. Primary targeted technologies will be solar PV and lithium-ion storage, but the role will be encouraged to bring imagination and out-of-the-box ideas to the FirstLight management team. The ideal candidate will have a broad range of skills that enables them to thrive executing financial, technical, and policy-related deliverables. The position caters to one who seeks to make a difference in fighting against climate change by delivering market-based clean energy solutions directly to local energy users. The Manager of Project Development will report to the Head of Corporate Strategy and will work across FirstLight’s business units, integrating with the Operations and Commercial teams, among others, to deliver mature projects to operation. The Manager of Project Development will join a highly motivated and collaborative team at a moment of transition for the company, as we aim to decarbonize the regional electric grid as fast as possible. Responsibilities Core responsibilities will include but not be limited to: Create a project development plan for FirstLight including target technologies, locations, markets and offtake structures; Manage and grow an existing set of development projects being advanced by FirstLight in partnership with third-party developers; Develop go-to-market strategies that will focus on scale and long-term value creation; Maintain constant awareness of the dynamic regulatory environment and collaborate with FirstLight’s Director of Government Affairs to participate in policy dialogue, public comments, and lobbying where appropriate; Coordinate with the FirstLight Commercial team to originate offtake structures for the development pipeline; Coordinate with the FirstLight Finance team to position projects for project financing, where appropriate; Communicate effectively with FirstLight leadership, as well as the Board of Directors, on pipeline status, economic projections, and long-term value creation. Qualifications Sought FirstLight is seeking candidates with 5 years or greater experience in the clean energy sector, with 2 years or more experience focused specifically on solar PV and/or lithium-ion storage development. Additional desired skills and experience include: Deep knowledge of clean energy market structures, policies, rules and regulations, ideally with existing knowledge on the U.S. northeast; Proven experience as a project manager, demonstrating capability to adapt, move quickly, and stay highly organized; Demonstrated ability to work effectively across functional groups, as well as across a diverse set of external stakeholders and/or partners; Understanding of financial and economic concepts/dynamics underpinning clean energy project finance.
