Job Purpose/Mission  

Engie Energy Access (EEA)) Mozambique is seeking a highly motivated, independent, creative, ethical and experienced Head of HR to drive the growth and development of the Mozambique country team through innovative tactics and strategies. This person will report to the Mozambique Country Director and work closely with the relevant Directors, Managers as well as the HR Centres of Expertise (CoEs) to ensure alignment and compliance on the HR agenda.

This person will furthermore be expected to work closely with all the EEA CoEs to ensure alignment with all EEA policies, procedures and guidelines as related to its employees.

Responsibilities:

Strategic Leadership 

  • Set, communicate and oversee the implementation of strategic goals for HR Department. 
  • Develop and track the EEA Mozambique HR Budget.
  • Collaborate with Head of HR central HR Team to design and execute innovative initiatives that maximize HR quality, retention, and growth.

People Leadership

  • Provide direct employee relations support to all senior leaders based in Mozambique.
  • Lead and manage a team of HR professionals who provide support to all team members based in Mozambique.
  • Lead and support change management initiatives. 
  • Support the Global and Mozambique management team with strategic HR and HR issues and opportunities, including leading the charge on addressing difficult HR/HR issues with team members.
  • Be accessible to employees for one on one support/feedback sessions.   
  • Plan and support fun, interactive quarterly All4One meetings and other internal and external events that celebrate and nurture EEA Mozambique ’s culture and cohesion.

Recruitment, Onboarding, and Retention

  • Collaborate with the Country Director and other department heads to create a EEA Mozambique, a staffing plan and establish strategies to attract and recruit and hire, smart, ambitious individuals to fill priority roles in according with the EEA Centers of Expertise policies.
  • Lead the development and maintenance of a competitive remuneration strategy and banding structure for EEA Mozambique with support and in line with the EEA Compensation & Benefit policy.
  • Manage relationships with recruiting firms, peers at relevant companies in Mozambique’s employment sector, and other external stakeholders as needed.
  • Collaborate with hiring managers to create appropriate JDs and evaluation frameworks, and lead recruitment of high quality candidates for priority positions.
  • Use data and other resources to identify ways to optimize employee engagement and performance through Mozambique ongoing HR management initiatives and innovative training programs (including our team engagement survey).
  • Collaborate with Department Directors and Managers to create a seamless onboarding program for all new HR that is hired.
  • Work with HR, Finance, IT, and Admin teams to execute onboarding logistics for all new joiners, in order to provide an exceptional employee experience.

Employee Relations, HR Ops, and Compliance

  • Address disciplinary issues including exits, ethics cases, and gross misconduct cases for all employees in Mozambique.
  • Ensure that our internal policies, contracts, procedures, etc. that support our people-forward approach are fully compliant with the labor law.
  • Lead the HR team to be a trusted and accessible partner to employees, and respond quickly to employee requests or issues.
  • Ensure that EEA Mozambique employees feel supported with regards to day to day HR-related issues and challenges by building and empowering the HR  team to professionally handle all cases in a timely manner.
  • Prepare and review payroll for all employees based in Mozambique.
  • Develop and manage the necessary HR processes and tools EEA Mozambique  needs in place to scale quickly and professionally (Handbook, Policies, etc) in accordance with the global HR Standards, policies and processes.
  • Maintain the HR database to ensure accurate data for all employees based in Mozambique.
  • Manage the immigration and work permit process for all employees based in Mozambique.

Learning, Development and Team Performance Management

  • Create innovative professional development programs to ensure the EEA Mozambique team loves their work and feels there are opportunities for internal growth and development.
  • Evaluate and report the effectiveness of Mozambique professional development programmes.
  • Support all people managers to run performance management for all employees based in Mozambique.
  • Ensure and drive initiatives ensuring all members of the team are on a development plan.
  • Continue to improve the culture of real time and continuous feedback across all departments.

Knowledge and skills

Experience:

  • 8-10 years minimum work experience implementing and leading Talent or Human Resources teams, preferably with an international company consisting of diverse teams.
  • Proven organizational skills to succeed in a fast-paced environment.
  • Proven ability to lead teams and work closely with senior stakeholders on a global multi-cultural team.
  • In depth understanding of local employment law.
  • Experience with the core elements of HR including: full-cycle recruitment, job grading, workforce planning, team engagement, coaching, learning and development, diversity and inclusion, reporting and analytics, etc.
  • Demonstrates exceptional levels of integrity, is energetic and decisive.
  • Outstanding planning and implementation skills.
  • Ability to work in an environment with high levels of ambiguity and lead teams through change.
  • Entrepreneurial spirit and collaborative nature.
  • Strong Business Acumen and solutions focused.
  • Outstanding written and verbal communications skills in English.
  • Microsoft office Tools.
  • Strong stakeholder management experience.

Qualifications:

  • Bachelor's Degree in HR or equivalent.
  • Proficiency in HR systems and databases
  • Proficiency in Microsoft office products, especially Word, Excel & PowerPoint
