Program Overview: 

The Climate Finance Access Network (CFAN) was established to support developing countries in unlocking access to finance to achieve their climate objectives. By cultivating a network of highly trained climate finance advisors, CFAN builds long-lasting capacity in developing countries to (1) identify the sources and instruments for delivering climate finance, (2) establish relationships with climate finance providers, and (3) structure financing for mitigation and adaptation investments. CFAN works across developing countries with a focus on Least Developed Countries and Small Island Developing States.  

RMI as the CFAN Network Coordinator is responsible for the operationalization and expanding of the Network, for designing and implementing CFAN’s advisor training program, supporting climate finance advisors working in-country, building long-term country capacity beyond the tenure of CFAN advisors, and facilitating collaboration among CFAN’s institutional members. The growing CFAN’s membership includes 20+ organizations working to improve climate finance access and impact in most vulnerable developing countries.   


Position Overview: 

The Manager will serve as the primary portfolio manager and work closely with and under the direction of the CFAN Director and RMI’s Managing Directors to design and execute the CFAN project in the Caribbean Region. The Manager will serve as a project leader responsible for the coordination of CFAN’s portfolio of Caribbean countries and partners 

In this role, you will: 

  • Have responsibility for managing CFAN’s Caribbean portfolio, which currently consists of 5 Caribbean nations and one Direct Access Entity to the GCF, including: Bahamas, Barbados, Grenada, St. Lucia, St. Vincent and the Grenadines, and the Caribbean Community Climate Change Centre. This portfolio is expected to grow over the next 1-2 years. 

  • Have expertise and experience in project and proposal development, in particular in the energy sectorand are conversant in one or more additional areas relating to climate finance for SIDS .  

  • With support of CFAN leadership, oversee the day-to-day management of grants supporting the Caribbean portfolio. 

  • You will represent RMI externally at mid-level events and engage with small to mid-sized groups. 

  • Participate in business development and sometimes have a significant role in that area.   

  • Contribute to strategy-level conversations about initiatives and RMI. 

Core Responsibilities: 

Provide country engagement and project development expertise 

  • Act as the lead relationship manager for the CFAN Caribbean portfolio, including overseeing a team of embedded climate finance advisors, and liaising directly with government focal points and RMI’s Islands Energy Programme. 

  • As CFAN expands, coordinate engagement across regional portfolios by setting up processes and approaches, including project preparation and development backstopping to advisors. 

  • Provide continuous support and guidance to CFAN advisors on funding and structuring climate projects, including developing partnerships, creating business models, and conducting the financial analysis and structuring required to secure both funding for project development and for project operation. 

  • Actively contribute to the implementation of CFAN’s state of the art Climate Finance Training Program. 

  • Develop strategies, case studies, and new modalities for advancing capacity building efforts and lessons learned to support climate finance advisors in accessing and mobilizing climate finance. 


Grant and portfolio management 

  • With senior guidance and in close cooperation with the RMI operations team, shape the Caribbean portfolio by overseeing the supporting project grants from inception to conclusion. 

  • Manage grant and project deliverables, quality and performance. 

  • Manage grant scope, scheduling and resource planning. 

  • Manage grant budgets from project inception to final execution. 

  • Oversee grant reporting requirements and donor coordination. 


Contribute to breakthrough insights and results 

  • Lead and contribute to research efforts and publications by ensuring lessons learned and project outcomes are shared widely. 

  • Initiate and input into though leadership products and events. Regularly contribute to external interviews, videos, and publications to share project insights. 

  • Work together with our development team and under the guidance of the CFAN director to develop funding strategies. 

  • Contribute to reporting related to Caribbean activities and results to funders and donors. 

Additional Responsibilities: 

  • Engage RMI geography teams, particularly the Islands Energy Programme, and content experts to identify and integrate knowledge, experience, and expertise related to the energy transition into the CFAN strategy and offerings. 

  • Support the design and development of program strategy. 

  • Engage with leadership across RMI to achieve the programmatic and project needs of CFAN. 

  • Required Qualifications: 

  • Master’s level degree, equivalent, or higher, in sustainability, environment, economics, international development, geography, or energy-related discipline. 

  • At least 7+ years of direct relevant experience, particularly in climate finance. Energy project development experience strongly preferred. 

  • At least 1-2 years of direct people management experience. 

  • Significant experience working in the Caribbean and/ in SIDS. 

  • Excellent time management, organization, entrepreneurship, and drive. 

  • Demonstrated initiative, accomplishment, and excellent project management skills. 

  • Experience working among diverse groups with varying perspectives and/or facilitating challenging conversations.  

  • Excel at stakeholder engagement and relationship building. 

  • Experience in capacity development, facilitation, and training program development. 

  • Willingness to plunge into unfamiliar disciplines and take risks by exploring and testing new ideas. 

Preferred Qualifications: 

  • Experience with and/or knowledge of requirements of multilateral climate funds like the Green Climate Fund, Adaptation Fund, Global Environmental Facility, etc.  

  • Prior experience in project and portfolio management, knowledge of Workday or similar platforms is a plus. 

  • Experience with professional/peer/learning networks, communities of practice, or other types of collaborative processes to achieve scaled impact or solutions. 

  • Familiarity with country climate action and commitments, including Nationally Determined Contributions planning processes. 

  • Ability to write clear and comprehensive text for internal and external audiences  

  • Success in building coalitions for change or achieving shared or community priorities or goals. 

  • Experience working with multi-laterals or other complex national or sub-national partners within the climate finance landscape. 

  • Experience working internationally, ideally with a diversity of stakeholders.

RMI compensates based on the level and requirements of the role. Salary within our ranges may also be determined by your education, experience, knowledge, skills, and abilities, as required by the role, as well as internal equity and alignment with market data. The salary range is $105,000 to $129,696. You would also have an additional 10% bonus target!
