Summary This position is part of the Office of Federal Energy Management Programs, Department of Energy. As a Budget Analyst, you will provide strategic vision for long-rang, multi million-dollar budget and ensure the effective integration of program and budget planning. This includes strategies for FEMP's unique authorities through the Skaags Amendment (42 USC §8287d). Responsibilities As a Budget Analyst, you will: Provide expert budgetary analysis across all phases of the budget process for assigned DOE programs, including formulation, justification, presentation, and execution. Evaluate and approve methodologies for budget and spending forecasts, offering technical guidance to improve projection accuracy, and overseeing program budgeting activities to ensure efficient funding use. Manage the execution of approved budgets for major DOE programs, reviewing and designing corrective actions for deviations, and informing senior management of financial health and funding impacts. Contribute significantly to long-range strategic planning and performance metrics for complex budgetary activities, preparing and presenting budget briefings to senior officials. Represent the program in budget reviews and briefings, justifying budgetary strategies and decisions to senior DOE management and external stakeholders. Develop and implement programmatic policies and guidelines for other budget analysts and financial staff. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Reviewing and analyzing legal requirements for funding types, and appropriations law to advise senior management on critical budget matters; AND Working in financial systems to generate financial reports, input data to manage funding, and troubleshoot; AND Managing data collection and forecasting analysis "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
