City Avon State NY Zip Code 14414 Duties Description • Review State Pollutant Discharge Elimination System (SPDES) facility operational data and monitoring reports to ensure permit compliance. Conduct SPDES facility inspections and draft inspection reports and letters. Coordinate appropriate enforcement actions for SPDES permit and/or water quality violations;• Conduct inspections of permitted Concentrated Animal Feeding Operations (CAFOs) and provide permit compliance assistance when needed. Respond to water quality and agricultural complaints and requests for information;• Review and score grant applications for the WQIP/NPG program. Review payment requests, work plans, scopes of work, and progress reports under the various grant programs such as WQIP, NPG, and FLLOWPA;• Conduct routine inspections and respond to complaints at both construction sites and industrial facilities to determine compliance with applicable General Permits for Stormwater Discharges from Construction Activity (CGP) and Industrial Activity (MSGP); and• Conduct sampling as needed, as well as required for Rotating Integrated Basin Strategy (RIBS) program. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
