We are adding a Contracts Manager to the team! The Contracts Manager will support Teledyne Scientific & Imaging (TS&I)’s Contract department and report to a Senior Contract Manager.  The Contracts Manager will be expected to manage contracts “cradle to grave” for a variety of pursuits, programs and contract types across a diverse customer community. Primary responsibilities include: reviewing RFPs and supporting proposal submittals, leading contract negotiations, managing complex programs and agreements, and formalizing contractual documents. The Contracts Manager will work collaboratively within a program Integrated Product Team (IPT) environment.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Proposal Activity:

    • Review RFP documentation for key proposal parameters/requirements and complete initial review of Terms and Conditions

    • Coordinate proposal activities and review proposals for RFP compliance

    • Coordinate appropriate Data Rights Assertion with Program Manager, Engineering, Intellectual Counsel & Pricing

    • Submit proposals and ensure customer follow-up

  • Negotiation Activity:

    • Negotiate Terms and Conditions and lead price negotiations

    • Coordinate and document all fact-finding/negotiation and price documentation

    • Initiate TINA Sweep process and submit Certificate of Current Cost or Pricing

    • Work closely with customer to resolve any discrepancies, obtain necessary approvals for acceptance, sign and submit to customer for counter-signature

  • Contract Administration:

    • Monitor contract during the execution phase including: funding requirements, period of performance extension, scope impact, disputes and customer relations.

    • Partner with Program Manager and Contracts Support staff in contract execution, issue resolution and assist in resolving billing/payment issues

    • Lead Contract Close-out activities

    • Review all correspondence and respond as “voice of the company”

    • Advise management of contractual rights and obligations and means to mitigate contractual/program risks; compile and analyze data and maintain historical information

    • Understand Forward Pricing Rates, Cost Structure, estimates of material, production costs, performance requirements and delivery schedules to ensure accuracy and completeness

Qualifications & Competencies                                                            

To perform the job successfully, an individual should demonstrate the following qualifications and competencies:

  • Demonstrated ability to coordinate large/complex contract administration assignments and perform dispute resolution and cost & price analysis for award, change orders and claims in accordance with Federal Acquisition Regulations or other Government regulations

  • Strong knowledge of the total Government DoD contracting process, demonstrated contract drafting skills and experience in reviewing and digesting contracts and identifying the parties’ contractual obligations

  • Ability to formulate and execute business strategies to reduce risk, enhance customer satisfaction, build positive customer relationships, improve profitability and support new business opportunities

  • Exemplary analytical skills and ability to review and negotiate contract terms and conditions

  • Established judgment, proactive involvement in strategic issues and problem resolution skills are required

  • Possess the ability to multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge

  • Effective communicator both orally and in writing with strong analytical and interpersonal skills to create and maintain strong business relationships

  • Outstanding legal writing skills, with the ability to draft contracts and agreements that clearly, accurately, and concisely reflect the details, terms, obligations, liabilities, and remedies of the contracting parties

  • Proven ability to adapt and manage effectively at a detailed level in a fast paced, challenging environment

  • Team-oriented leadership skills

  • Decisive visionary with the objective of balancing tactical and strategic issues

  • Advanced computer proficiency using Microsoft Office Suite (Word, Excel & PowerPoint)

  • Displays exemplary ethics and business conduct and performs work cognizant of safe work practices

Education and/or Experience      

  • Bachelor’s Degree in a relevant discipline is required. Desired Education: Master of Business Administration (MBA), Juris Doctor (JD) and/or Certified Federal Contracts Manager (CFCM)

  • A minimum of six (6) years of directly relevant experience in negotiating and drafting complex domestic and international procurement contracts

Other Qualifications:  

Due to the type of work at the facility and certain access restrictions, successful applicants must be a U.S. Citizen with ability to attain/maintain government security clearance and ability to work on Government Classified Programs

Salary Range:

$174,900.00-$234,740.000

The anticipated salary range listed for this role is only an estimate. Actual compensation for successful candidates is carefully determined based on several factors including, but not limited to, location, education/training, work experience, key skills, and type of position.
