What you need to qualify:

  1. Equivalent to graduation from college with a major in the physical, biological, or environmental sciences, mathematics, engineering, or a related field. (Registration as a senior in a recognized institution will admit applicants to the examination, but they must produce evidence of graduation or its equivalent before they can be considered eligible for appointment.)

 

This position will lead one or more regulatory rulemakings related to zero-emission vehicle (ZEV) infrastructure. FTD administers the Clean Transportation Program which invests in a broad portfolio of transportation and fuel-related projects throughout the state, with an emphasis on ZEV infrastructure to support electric vehicles and hydrogen fuel cell vehicles. The division engages in regulatory activities and data collection to inform ZEV infrastructure deployment and to support the transition to ZEVs.

 

The Regulation Specialist will be assigned to lead regulatory rulemakings related to ZEV infrastructure, incorporating an informational phase and rulemaking phase. The incumbent will be assigned additional tasks related to the rulemaking process including stakeholder outreach and interacting with the market, monitoring regulatory developments, serving as a subject matter expert on aspects of ZEV policy, and data analysis.

 

Desirable Qualifications:

  1. Project management experience, including the ability to create project plans and schedules, prioritize conflicting deliverables, and meet deadlines.
  2. Knowledge of ZEV infrastructure; prior experience working in a ZEV infrastructure policy role is desirable.
  3. Knowledge of the regulatory process; experience leading or actively participating in rulemakings is desirable.
  4. Experience contributing to diverse and multi-disciplinary peer teams and the ability to identify key items in complex projects with many variables.
  5. Ability to engage with a broad range of stakeholders and foster collaboration.
  6. Excellent interpersonal and communications skills, including effective writing and editing for both technical and non-technical audiences; ability to communicate observations, results, and recommendations verbally and in writing to management and outside stakeholders.
