Job Description

Development Phase:
• Collaborate with project stakeholders to develop, implement, and maintain a comprehensive Procurement Management Plan aligned with project objectives, schedules, and budget constraints.
• Define procurement objectives, policies, and procedures to ensure transparency, efficiency, and compliance with regulatory requirements and project specifications.
• Identify potential suppliers, subcontractors, and service providers capable of meeting project requirements and specifications.
• Participate in Working Group Meetings as needed.
Procurement Strategies:
• Analyze project requirements and assess procurement needs for materials, equipment, and services.
• Determine appropriate sourcing strategies, including vendor selection, negotiation approaches, and contract types, to optimize value and minimize risks.
• Conduct thorough evaluations of supplier capabilities, qualifications, performance history, and compliance with regulatory and contractual requirements.
• Participate in the selection process by coordinating evaluation committees and facilitating decision-making.
• Oversee the issuance of purchase orders, contracts, and agreements to selected suppliers and subcontractors in accordance with project requirements and procurement policies.
Requests for Qualifications, Proposals, and Quotations Management:
• Lead the solicitation process by issuing requests for qualifications (RFQs), requests for proposals (RFPs), and requests for quotations (RFQs) to potential suppliers and subcontractors.
• Evaluate supplier responses, proposals, and quotations to assess alignment with project needs, quality standards, and budgetary constraints.
Supplier Performance and Procurement Compliance:
• Monitor supplier and subcontractor performance with respect to delivery schedules, product quality, and compliance with contractual obligations.
• Implement performance measurement mechanisms and conduct regular assessments to ensure adherence to project timelines, specifications, and quality standards.
Cost Analysis:
• Conduct comprehensive price and cost analyses to evaluate the competitiveness of supplier proposals and quotations.
• Ensure value for money by comparing prices, negotiating favorable terms, and identifying cost-saving opportunities without compromising quality or project requirements.
Risk Management:
• Identify and assess procurement-related risks, including supply chain disruptions, vendor reliability, and contractual disputes.
• Develop and implement risk mitigation strategies to address potential issues and minimize their impact on project timelines, budgets, and deliverables.

Required Skills and Competencies

• Demonstrated experience in procurement in a large and complex construction project.
• University degree in Engineering or a related field.
• Excellent presentation, oral, and written communication skills.
