Boundary Stone Partners (BSP) is seeking a highly motivated Vice President to join our fast-growing team of climate and clean energy experts in our Washington, D.C. office. This position will primarily support the firm’s industrial decarbonization and carbon management (ID/CM) practice, and be expected to rapidly assume a leadership role in direct client engagement and policy development. With incredibly consequential elections for climate and clean energy policy rapidly approaching, the position provides an excellent opportunity for interested candidates to be at the forefront of developing and executing new policy strategies to support BSP’s clients ranging from innovative early-stage start-ups to Fortune 500 companies.

About The Role
The Vice President will play a vital role in BSP’s robust and rapidly expanding ID/CM practice, focusing on our clients’ efforts to reduce emissions across a wide range of “hard-to-abate” sectors including cement/concrete, iron/steel, chemicals, and food & beverage production, as well as support the commercialization of new technologies such as clean hydrogen and carbon removal. Since the signing of the Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law (BIL), the BSP ID/CM practice has secured transformational policy wins on behalf of its clients, including winning hundreds of millions in federal funding awards. Looking forward to the 119th Congress and a change of leadership in the White House, we are looking to build on those efforts to develop and advance whole-of-government policy solutions to support the continued decarbonization and modernization of the U.S. industrial base. While the position will work primarily with our ID/CM clients, they will also be expected to collaborate and work with clients across the firm. At BSP, VPs play a key leadership role in client management and policy development. Core responsibilities and competencies include:
- Client Engagement Leadership. In close consultation with Partners and Senior Vice Presidents (SVP), this VP will have a central role supporting clients across the ID/CM practice, including serving as a principal point-of-contact for several clients, leveraging their expertise to make strategic decisions to position the client for legislative, regulatory, and political success with little to no supervision, and serving as a primary source of expert advice and project management for BSP client engagements.
- Generating Great Content and Managing Projects. The VP will lead the development of memos, policy, and legislative analysis, talking points, legislative or regulatory comments, and other content as needed to support client goals. This includes directly drafting written material in a timely manner for review by Partners and SVPs, as well as working with other staff to develop content. The VP will also be expected to develop work plans and ensure client deliverables are being met, in addition to directly managing client interactions and working closely with their legal, policy, and business teams, as needed.
- External Relationships and Political Intelligence. The VP will be expected to cultivate relationships and directly lobby key policymakers and their staff in both Congress and the Executive Branch. The VP will be responsible for preparing clients for congressional and/or agency hearings, meetings, briefings, rulemakings, and other federal legislative and regulatory proceedings. The VP will be able to function independently in high-level meetings and conversations and speak publicly on behalf of BSP or clients without close supervision as well as maintain ongoing awareness of public policy and industry developments affecting clients within and outside of areas of responsibility and proactively flags such developments as relevant for BSP teams or clients.
- Collaborative Development and Management. The VP is expected to manage staff at the Director, Manager, and Associate levels to create documents, memos, slide decks, and other work products for clients and proactively flag and synthesize policy developments and political intelligence for clients. The VP may also serve as a manager and mentor to Directors, Managers, and Associates, and will be expected to provide feedback and guidance on their development as BSP team members.
- Business Development: In close coordination with Partners and SVPs, support the business development process from lead generation through proposal drafting and contract negotiation for new BSP client engagements.
About You
- 10+ years of federal government, policy, or corporate government relations experience in the climate and/or energy sector
- Deep understanding of congressional process and policymaking
- Deep understanding of federal agency policy development and funding programs, including the regulatory process
- Established congressional and Executive branch relationships and confidence in interacting with key Hill staff, elected officials, and executives alike. Must be willing to register to lobby.
- Anticipatory instincts and go-getter attitude to help meet client, SVP, and Partner needs before they arise
- Strategic thinker with polished oral and written presentation skills
- Strong writer with the ability to deliver client work product summarizing and explaining complex ideas and concepts in a format that is clear, concise, and easy to digest
- Thrive under pressure and can balance long and short-term priorities to deliver results
- Resourceful and entrepreneurial, roll-up your sleeves, and not afraid to think outside the box
- Experience as a team-oriented people manager
