Program Overview

Within our Food-Land-Water (FLW) Program, we envision critical ecosystems such as forests and peatland across Indonesia to be governed fairly and sustainably. We believe sustainable land use management is key for Indonesia to meet its climate goal, in line with keeping the global climate target below the 1.5 degree Celcius warming threshold, while providing sustainable livelihoods to forest-dependent communities and conserve biodiversity in the landscape. We intend to achieve this through safeguarding the remaining forest and peatland from deforestation, degradation, and fragmentation; maintaining forests and peatland quality through sound stewardship; and restoring degraded ecosystem to improve its productivity, conservation value, and ecosystem services.

 

To achieve Indonesia’s climate goal while at the same time improving the livelihood of the communities and protecting biodiversity, we work together with partners to mainstream nature-based solutions (NbS) as an approach to address global climate challenge. We aim to achieve this through research, policy advocacy, and creation of a community of practice to develop new financing model for forest conservation, advocate regulatory framework that are conducive for NbS approach, and development of multi-stakeholder platform to amplify and accelerate NbS approach in Indonesia and Southeast Asia region.

 

WRI Indonesia has been in collaboration with West Sumatra government in focusing on the empowerment on IP&LCs (Indigenous People and Local Communities) under social forestry extension. The collaboration is also bringing the idea to promote the IP&LCs’ social forestry embedded into climate finance. To work on development of the analysis document, , and another possibility of climate finance, WRI Indonesia wants to offer is gaining insights from experts’ experience to provide assistance and advice for further analysis.

 

Job Highlight

The Jurisdictional Climate Finance Specialist will assist the WRI Indonesia team in providing strategic and technical support for the implementation of West Sumatra Government in terms of analysis document development, integration with the national and sub-national initiative of climate finance.

 

In addition to creating a climate finance analysis in West Sumatra, this work will look at the extent to which the integrated with the FOLU Net Sink 2030 initiative and other climate finance possibilities. The Jurisdictional Climate Finance Specialist will report to Nature-based Solution (NbS) Manager, with intense coordination West Sumatra Regional Team, NbS team, and other key personnel.

 

What You Will Do

  • Provide insight into the development of jurisdiction climate analysis, FOLU Net Sink 2030 and other climate funding opportunities of West Sumatra.
  • Analyze the prioritized sub-national strategy for climate finance.
  • Coordinate with the Government of West Sumatra and other key stakeholders related to Jurisdiction climate finance mechanism, FOLU Net Sink 2030 as the national initiative, and other possibilities of climate funding.
  • Coordinate with NbS and West Sumatra regional team to ensure effectiveness and efficiency in accomplishing the project objective.
  • Co-develop a climate finance roadmap for the Government of West Sumatra, ensuring integration with the national and sub-national initiative.
  • Identify additional funding sources and assess financial risks associated with climate finance projects.

 

What You Will Need

  • Master’s degree in environment, forestry, economy, or any other related field.
  • Studies, interest, or experience working on environmental issues and specifically forest or land use issues.
  • Minimum 5 years of full-time work experience in climate change, climate finance, environmental policy, orother climate finance related projects.
  • Strong analytical skills with an ability to assess climate finance strategies, funding mechanism, and risk assessment.
  • Familiarity with the socio-political context of West Sumatera and its climate finance initiatives.
  • Ability to communicate research approach and findings effectively to both technical and non-technical audiences
  • Ability to manage professional relationships with government stakeholders and key partners effectively and experienced in working collaboratively in multidisciplinary teams.
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
  • Detail-oriented and organized thinker.
  • Business proficiency in English and Bahasa Indonesia for both written and verbal communications
  • Knowledge of Microsoft Office Suite is imperative.
  • Legally able to work in Indonesia

 

Deliverables

  1. Deliver strategic advisory support and assistance to the West Sumatra government, including organizing and facilitate meetings and/or workshops as needed
  2. Analysis document on climate finance strategy in West Sumatra.
  3. A draft of the Climate Financing Roadmap in West Sumatra.
  4. A regular written progress report submitted in a monthly-basis
  5. MoMs (Minutes of Meetings) of meetings and/or workshops.

 

Duration

This position is expected to join immediately for an initial contract period up to 31 December 2024 with possibility of extension subject to individual performance evaluation, project needs, and budget availability.

 

Terms of Payment

Daily-rate based consultant with maximum of 18 (eighteen) working days per month.

 

Contract Arrangement

Individual consultancy contract (Part-time, limited term)
