Position Purpose:

The HSWQ Advisor applies subject matter expertise and provides recommendations and solutions to achieve successful Health, Safety Wellbeing and Environmental outcomes in line with business needs while complying with local regulations.  The HSWQ role contributes to the delivery and implementation of effective Health, Safety and Environment improvement initiatives that meet the needs of the organisation.

The HSWQ Advisor will be responsible for implementing and participating in continual improvement of the SJ quality management system in country. This role involves implementing, monitoring and developing processes and systems to ensure that our operations meet the highest standards of quality and compliance in accordance with SJ Business Management system (BMS). The Quality Advisor will work closely with regional quality team and various departments to drive quality improvements, manage client expectations, and uphold industry regulations. The incumbent will role model SJ values, ethics and code of conduct and ensure all business activities are carried out in accordance with these guiding principles.

Key Accountabilities

Provide timely and accurate HSW and Quality advice and hands-on support to country operations regarding SJ’s project compliance requirements and tools; Engage proactively with stakeholders to deliver planned HSW improvements and to develop individual and organisational capability for achieving successful project compliance and quality outcomes; Conduct monitoring, reporting and assurance activities to keep stakeholders informed about the status of HSW compliance and performance; project compliance and quality management in country;

Analyse evidence collected from assurance activities and actively identify and address performance gaps, including by making recommendations to continually improve HSW performance and improve project compliance and quality.

KEY ACCOUNTABILITY: Provide timely and accurate HSW and Quality advice and hands-on support to country operations regarding SJ’s project compliance requirements and tools;

Key Activities:

  • Support Business sector projects to plan and execute current HSW activities in line with SJ business management system (BMS);
  • Participate in HSW meetings, workshops and reviews;
  • Provide briefings on the impact of new or amended legislation/SJ/client-specific/other requirements along with recommended action to ensure compliance and/or manage risks;
  • Schedule and deliver HSW induction for new starters and HSW training for employees and site personnel where required;
  • Compile and distribute alerts and lessons learned, arising from selected incidents;
  • Brief stakeholders on the impact of new BMS requirements and coordinate response;
  • Advise and assist with Quality inputs to winning and executing SJ projects for clients, including tendering, development of project Quality and related documentation;
  • Conduct agreed project Risk activities such as training, auditing, risk assessment and Quality Management Plan reviews.

Key Outcomes:

  • Practical and effective advice and support is provided to a range of stakeholders including people managers, project managers, contractors and employees regarding HSW matters;
  • Structured activities and programs that develop HSW knowledge and implementation of HSW requirements within the business are developed and/or promoted and delivered;
  • Up-to-date knowledge of current legislation and industry HSW practices is maintained to be able to provide relevant and expert advice.

KEY ACCOUNTABILITY: Engage proactively and effectively with stakeholders to deliver planned HSW improvements and to develop individual and organisational capability for achieving successful project compliance and quality outcomes;

Key Activities:

  • Coordinate HSW consultation networks/ committees;
  • Proactively communicate and work supportively with managers (e.g. functional, operations, project, office) when conducting duties that involve them, their teams, offices or other resources;
  • Work collaboratively with Business Unit leadership, HSW and P&C leadership, Manager BMS (Group) and other BMS Coordinators (or equivalent) to identify and deliver improvement initiatives;
  • Undertake regular team discussions, presentations and site visits to drive awareness of business unit HSW plans and activities.
  • Participate in relevant networks/committees such as health and safety, project management;
  • Schedule and deliver BMS induction and ongoing training appropriate to audience (e.g. project managers, administration, engineers) in alignment with the SJ training program or in response to identified training needs;
  • Monitor BMS Feedback library;
  • Coordinate integration of new SJ partners into the project compliance requirements within the BMS.

Key Outcomes:

  • Active and positive participation as a strong HSW team member;
  • Communications and stakeholder relationships are effective and respectful;
  • Strong relationships with external clients, relevant external bodies and associations are maintained and SJ is represented appropriately.
  • Assistance is sought and/or issues are escalated, when required.
  • Stakeholder input to improving project compliance is actively encouraged;
  • Project stakeholders understand project compliance expectations and how to consistently attain high standards or performance;
  • Company quality initiatives are implemented as planned;

KEY ACCOUNTABILITY: Conduct monitoring, reporting and other assurance activities to keep stakeholders informed about the status of HSW compliance and performance; project compliance and quality management within the region;

Key Activities:

  • Monitor incidents reported in the online incident/event portal for the region and ensure adequate information is recorded and incidents are closed out in a timely manner;
  • Conduct risk assessments and incident investigations within relevant timelines where required;
  • Provide HSW training to employees in alignment with the SJ program or in response to identified training needs;
  • Assist and support in completing monthly and other project related reports;
  • Track and verify close out of corrective actions arising from incident investigations and internal audits.
  • Ensure recurrent project compliance activities are planned and are being undertaken (e.g. project closures);
  • Utilise BMS tools to monitor compliance with BMS Opportunity and Project Management requirements;
  • Complete monthly and other management reports;
  • Oversee project internal audit programs and conduct audits as scheduled;
  • Coordinate external ISO certification audits in the business.

Key Outcomes:

  • HSW monitoring and compliance assurance processes as outlined in the BMS are implemented as planned;
  • Informative, timely management information that provides visibility as to Business Unit HSW compliance, is collated and distributed.
  • Ensure recurrent project compliance activities are planned and are being undertaken (e.g. project closures);
  • Utilise BMS tools to monitor compliance with BMS Opportunity and Project Management requirements;
  • Complete monthly and other management reports;
  • Oversee project internal audit programs and conduct audits as scheduled;
  • Coordinate external ISO certification audits in the business.

KEY ACCOUNTABILITY: Analyse evidence collected from assurance activities and actively identify and address performance gaps, including by making recommendations to continually improve HSW performance and improve project compliance and quality.

Key Activities:

  • Monitor and raise awareness of trends and emerging project related hazards;
  • Participate in the development of the sector HSW improvement plan;
  • Respond to evidence of HSW improvements to managers and clients, based on results of assurance processes and stakeholder feedback
  • Evaluate and discuss potential HSW system improvements with the Regional HSW Manager.
  • Track and verify close out of corrective actions arising from audits and other assurance activities;
  • Recommend improvements based on results of assurance processes and stakeholder feedback;
  • Work collaboratively with leadership teams, Manager - HSWQ, Manager BMS (Group) and other Quality Coordinators (or equivalent) to identify and deliver improvement initiatives;
  • Discuss potential BMS improvements with the Manager - QA.

Key Outcomes:

  • Information from reporting and incident investigation processes and audit reports is used to focus the region to improve HSW outcomes;
  • Regional HSW improvement plan is approved by the leadership team;
  • Projects are managed effectively to achieve planned objectives.

  • Growth of Market Sector locally in line with SJ’s Strategic Plan and Budgets;
  • Input provided to the development and implementation of the region’s business plans;

Accountability - Workplace Health & Safety: Ensures good health is maintained through safe work practices:

  • HSW risks associated with the local operations are understood and managed effectively;
  • Appropriate resources and processes are available within the region for managing HSW effectively;
  • Information about HSW performance and incidents within the region is reported and acted on in a timely way;
  • Company assurance processes to review and improve effectiveness of HSW management within the region are supported.

Accountability – Compliance: Actively promote a culture of zero tolerance for any misconduct, ensure:

  • All staff working in your area of responsibility understand the Company’s Code of Conduct and Business Integrity Policy and associated procedures;
  • Compliance risks associated with your area of responsibility are understood and managed effectively;
  • Appropriate processes and controls are implemented within your area of responsibly for managing compliance risk effectively;
  • Any incidents of suspected non-compliance with Company policies within your area of responsibility are reported and acted on in a timely way;
  • Company assurance processes to review and improve effectiveness of Compliance management within your area of responsibility are supported.

EDUCATION, ACCREDITATIONS & FORMAL QUALIFICATIONS

  • Degree or post-graduate qualification in relevant discipline (OHS)
  • Internal auditing qualification (ISO 9001, 14001 and/or ISO 45001),
  • Certificate IV – Training and Assessment, (desirable).

EXPERIENCE

  • Typically, minimum three (3)+ years of experience in an operational HSW role in relevant industries;
  • Experience with engineering and project management/delivery processes (desirable)
  • Working knowledge of implementing and maintaining certified management systems (desirable)

SKILLS/KNOWLEDGE

  • Understanding of commercial business drivers;
  • Sound knowledge of management systems;
  • Sound knowledge of relevant ISO standards;
  • Ability to effectively communicate with others;
  • Ability and coach, train and facilitate;
  • Strong time management skills;
  • Effective written and verbal communication skills in English;
  • Working knowledge of Microsoft suite and SharePoint (desirable).
