Job Description

The Project

ACCIONA has been selected to deliver Western Harbour Tunnel – Stage 2, Sydney’s third harbour crossing. The new Western Harbour Tunnel (WHT) will connect to WestConnex at the Rozelle Interchange, cross underneath Sydney Harbour between Birchgrove and Waverton, and connect with the Warringah Freeway near North Sydney.

Project scope includes:

  • Construction of approximately 4.8 kilometres of mainline tunnels with three lanes in each direction
  • Civil, Mechanical and Electrical fitout of Stage 1 and Stage 2 tunnels
  • Surface level work, including on and off ramps and tie-in work to the Warringah Freeway

In line with the above, ACCIONA is now looking for a Senior Quantity Surveyor to join the Western Harbour Tunnel Project. As part of the M&E team, you will be responsible for procuring M&E Packages and establishing and negotiating contracts while acting as an intermediary between the subcontractors and ACCIONA by resolving possible conflicts.

Specific Tasks Include

  • Estimate construction costs at tender stage, monitor costs through project, and establish clear costing standards and procedures for future projects.
  • Provide support to the project team for the effective management of subcontractor and supplier payments in accordance with the contract terms (including any security of payment requirements).
  • Review of legitimacy of, and undertake the assessment of, subcontractor variations in conjunction with the construction team.
  • Provide support in the development and maintenance of the project agreement templates (including subcontract agreements, supply agreements, professional services agreements etc.)
  • Observe and ensure that the procurement control is maintained and current in its content.
  • Provide support in the development and implementation of forecasting and cost control processes / strategy, including the identification of roles and responsibilities within the project team to permit open and transparent reporting.
  • Actively participate in forecasting in conjunction with the Engineers
  • Under the direction of the Commercial / Contract Manager, support the implementation of the project's commercial and contractual strategies.

Required Skills and Competencies

Qualifications and Experience

  • A tertiary education in construction law or engineering with substantial experience managing contracts for large infrastructure projects
  • M&E experience would be highly advantageous
  • Experience in major construction project contract management 
  • Demonstrated ability to analyse contractual/legal issues and provide solutions through appropriate problem-solving techniques
  • Able to build and maintain strong relationships. To negotiate and persuade, influence and to obtain win/win outcomes. Fostering sustainable relationships with subcontractors.
  • Experienced in end-to-end contracts management
  • A high performing & knowledgeable contracts specialist with experience in training/mentoring other team members
