We are seeking a strong leader who has knowledge of state and federal grant administration, evaluation, and reporting processes. This position will manage the Contract, Grants and Loans Office which is responsible for the administration of all contract, grant and loan agreements, solicitations and invoices, federal agreements and the Energy Commission Agreement Management System (ECAMS) grant management system.

This critical role will also provide leadership and expertise to all levels of management on the full range of issues related to the subject matter areas; and participate in policy level discussions to facilitate the Energy Commission’s fair, consistent, and effective funding processes.

State Job Classification: STAFF SERVICES MANAGER II (SUPERVISORY)

Salary Range: $7,643.00 - $9,496.00 per month and FULL benefits!

⚡Desirable Qualifications:

  • Strong knowledge of state and federal grant administration, evaluation, and reporting processes

  • Strong knowledge of State contracting rules, policies and procedures, including familiarity with the State Contract Manual administered by the Department of General Services

  • Ability to establish priorities, organize workload, multi-task, work well under pressure, and exercise initiative and flexibility

  • Ability to foster a culture of innovation, customer service, and mission-focus within a diverse team

  • Ability to analyze complex issues and recommend effective courses of action

  • Ability to be self-motivated, work independently, be dependable and detail oriented, solve problems and make sound decisions

  • Knowledge of the state’s grant, contract, and loan invoicing and payment policies and procedures

  • Knowledge of systems to track and monitor the status of grants, contracts, and loans a department is developing

  • Experience with Fi$Cal

  3. Describe your knowledge and experience in contract administration, management of contractors, negotiating contract terms and conditions with contractors, and knowledge of the State Contracting Manual administered by the Department of General Services.

  4. Describe your experience in recommending, developing, and implementing policies relative to program management.

  5. Describe your ability to communicate effectively, both orally and in writing with executive management, internal program staff, external stakeholders, and professional groups.
