Our Digital Imaging segment includes high-performance components and solutions from sensors, cameras and image processing hardware and software through highly engineered integrated systems. We cover the visible, infrared, ultraviolet and X-ray spectra for use in a vast range of industrial, healthcare aerospace, geospatial, scientific, government, and defense applications. From sensing to decision support, our technology enables innovative and exceptional solutions for our customers and partners.
The EU Associate Director of Trade Compliance will play a key role in managing the trade compliance program for important Teledyne businesses in the EU. The role will serve as the primary trade compliance liaison with executive leadership for these businesses, drive the implementation of trade compliance policies and strategically guide and operationally support the businesses in their trade compliance. Proficiency in the European Union dual-use controls and Member States military controls is necessary with additional familiarity of U.S. export regulations such as the EAR, ITAR, and OFAC. The role requires daily guidance, management, and mentorship of compliance personnel and high business acumen, active engagement and forward-thinking involvement in the business. Primary Responsibilities:
Develop, implement, enhance and maintain trade compliance management systems, policies, and department procedures and work instructions.
Provide guidance regarding EU and U.S. trade compliance regulatory requirements.
Spearhead and provide oversight for all transactional export compliance business requirements for Designated Teledyne Businesses, including export licence applications, processing of received licences, release of products through company systems, approval / recording of electronic technology transfers, overseas travel requests, product registration and classification, management of internal approval requirements, management of IT access requests, compliance with Corporate policy and regulatory requirements, completion of export classification forms and management of end use statements.
Train, mentor and supervise other export compliance personnel throughout designated Teledyne businesses to provide capability for completion of transactional export and import compliance requirements.
Regularly communicate with business leaders across the business to enhance trade compliance while enabling efficient business operations.
Inform business leaders and trade compliance management of statutory or regulatory changes in trade compliance in the EU.
Implement standard practices and training programs that align with corporate trade compliance program requirements.
Coordinate with the Teledyne Corporate International Trade Compliance Team (“CITC”) on responses to government inquiries on import and export matters, as well as internal investigations and voluntary disclosures related to trade compliance matters.
Proactively identify risks and compliance challenges that may arise and develop and monitor metrics and Key performance Indicators (KPI’s) to monitor the overall health of trade activities.
Manage audits, comprehensive investigations, disclosures, root cause and corrective action evaluation and implementation and continuous improvement and program management across the businesses.
Responsible for working as a liaison between operations including but not limited to Contracts, Business Development, HR, Engineering and trade compliance functions such as Customs and Licensing when necessary.
Coordinate across Teledyne Digital Imaging Segment’s EU regional sites on trade matters to establish unified best practices and procedures.
Lead trade compliance-related process improvement initiatives.
Other duties as assigned by the Chief Trade Compliance Counsel.
Job Qualifications:
• University bachelor’s degree or higher.
• Proven relevant experience in aerospace, electro-optical and infrared technologies, semiconductor, high technology, or related industries.
• Ability to perform and review jurisdiction and classification, review and approve contracts, assist with licensing and adapt trade compliance laws and regulations into business processes while driving compliance requirements in functional areas of the business.
• Expert in European Union dual-use controls and Member States military controls and familiarity with the U.S. International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the Office of Foreign Asset Controls (OFAC) Sanctions and Multilateral Control Regimes.
• Demonstrated capability and experience with leading, developing, and mentoring teams of trade compliance professionals and to serve as a resource to others in the resolution of complex problems and issues.
• Strong management and program management skills with a willingness to engage with different departments of the business, create new ideas, and be assertive.
• Constructively work under pressure when faced with multiple deadlines and workloads and to make sound and timely business decisions.
• Able to work without supervision and constructively with minimal supervision.
• Strong time management, organizational and program management skills.
• Reputation for, and absolute commitment to, integrity and professionalism.
• Excellent communication skills, both verbal and written, and strong presentation skills.
• Proficient with Microsoft Office Products (Word, Excel PowerPoint, Visio, SharePoint).
• Prior experience with SAP, OCR, GTS and Conga.
• Knowledge of customs laws and regulations is a plus.
• Travel up to 20% domestically and internationally.
We are open to candidates from Belgium, Netherlands, Sweden, Germany or France.
This position requires access to export-controlled information or items (i.e. regulated technology or technical data per ITAR/EAR US regulations). Applicants must be eligible to apply for and obtain the appropriate export control license from the U.S. Departments of State or Commerce.
