Job Description:

Hitachi Rail is looking for an enthusiastic self-motivated Capability Development Lead who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Brisbane, Australia.

Purpose of Role

Ensure the business has a skilled, trained and capable workforce including efficient entry of new employees to successfully deliver Program outcomes and meet best practice principle targets and social outcomes.

Key Responsibilities

Graduate program

  • Manage the design and engagement of Sequence’s graduate program to create a mutually beneficial program for the graduate and the Alliance.

  • Engage with relevant universities as well as Alliance partners to leverage opportunities for recruitment of graduates and stakeholder engagement.

  • Support leaders and human resources in managing the people system of graduates

Apprentice Program

  • Support the management of a structured program for the training and development of apprentices' vocations or trades.

  • Design and implement the Training Policy in partnership with training providers for introducing traineeships, apprenticeships and upskilling the team, using both direct employees and subcontractors.

  • Establish relationships with local pre-employment and work-readiness programs

  • Provide upskilling via a registered training organisation (RTO) that leads to nationally recognised qualifications.

Capability assessment and development

  • Develop the Skills Development Plan for the Alliance and link to the capability assessment framework.

  • Formalise a capability assessment framework (technical and interpersonal) to regularly “stocktake” we have the right capabilities for the different phases of the program.

  • Support leaders with understanding their capability requirements and plan development opportunities to build the desired capabilities

  • Support the Culture and Engagement Manager through facilitating a training needs analysis on key roles and whether team members have the competencies to achieve program results

Best Practice Principles

  • Coordinate the design and implementation of the Social Outcomes and Local Benefits Plan

  • Manage the reporting of associated metrics and targets.

Other management responsibilities

  • Support the implementation of Best Practice Principles that overlap with procurement

  • Work with the Improvement Lead to ensure continuous improvement of our people systems and processes by leading initiatives.

  • Support the Culture and Engagement team in creating opportunities for First Nations employment and community engagement.

Skills & Experience:

  • 5+ years of firsthand experience in Capability development, with experience in rail and alliances/technical teams highly desirable.

  • Previous experience in building and delivering graduate programs that are leader led.

  • Previous experience in partnering with an RTO in the delivery of a vocational program.

  • Demonstrated ability to draft a capability framework and skills development plans

  • Familiarity with data analysis and metrics to assess the effectiveness of development and training initiatives, including in using tools to gather competency feedback.

  • Demonstrated ability to work in a diverse cultural organization with multiple key stakeholders displaying well-honed interpersonal and communication skills.

  • Demonstrates perseverance, patience and commitment for long term success.
