Job Description:

The Cross Connection Control Specialist (CCCS) inspects, surveys, and determines the necessity and application for the appropriate backflow prevention assemblies based on the degree of hazard. This includes performing cross connection control surveys of piping systems to determine the need for backflow prevention; works with customers and contractors on installation, testing and repairs; inspects new backflow prevention assembly installations; operates valves as needed to test and isolate system; enforces Company and State of California Cross Connection Control requirements; tests and maintains California Water service (CWS) owned backflow preventers. The CCCS may be required to work outside the home district.

Essential Functions:           

  • Inspect new and existing backflow prevention assembly installations and enforce Company and State of California Cross Connection Control regulatory requirements.

  • Perform cross connection control surveys of piping systems (fire, irrigation and domestic) identifying all actual and potential cross connections that pose a risk to the distribution system.

  • Apply knowledge of piping, volume, flow and backflow preventers to determine the level of backflow protection required.

  • Test backflow prevention assemblies as required.

  • Inspection of newly installed customer pipes, valves, and appurtenances for State compliance. 

  • Approve and sign off on test results and track compliance. Maintain backflow prevention assembly database, generate customer correspondence, and track compliance.

  • Terminate service for noncompliance.

  • Communicate with customers, contractors, local Certified Backflow Assembly testers, and local government officials; collaborate on projects and provide opinion and expertise and recommendations on cross connection control matters.

  • Prepare necessary reports for work completed, as required.

  • Maintain test kit calibration.

Other Duties and Responsibilities:

  • Performs work on-site in the assigned office location.

  • Other duties as assigned.

Minimum Qualifications:

  • A CCCS must be able to effectively communicate with their supervisor, co-workers, and the public.

  • Ability to perform mathematic functions to calculate figures; must have the ability to read and interpret documents such as plans and piping diagrams, safety rules, operation and maintenance instructions, and procedure manuals; and ability to write routine reports and correspondence.

  • High School diploma or equivalent.

  • Valid California Class C Driver's license.

  • Knowledge of basic features of word processing programs (e.g., Microsoft Word) and electronic mail processing programs (e.g., Microsoft Outlook).

  • Must be able to work with supervision and respond appropriately to direction, feedback, evaluation, coaching, counseling, and/or discipline.

  • Understanding and knowledge of backflow prevention rules and regulations, assembly function and general knowledge and understanding of State of California Title 17 and Title 22 California Uniform Plumbing Code (Chapter 6); and applies knowledge of piping systems and water flow rates to appropriately recommend backflow prevention strategies.

  • Understanding and knowledge of water quality specifications for chlorine content, pH, water temperature, other essential water quality parameters, as well as National Pollutant Discharge Elimination Systems (NPDES) rules and regulations.

  • California State Water Distribution Operator II certification is required.

  • Cross Connection Control Specialist certification is required.

  • Backflow Prevention Assembly Tester certification is required.

Salary Range: $45.03 - $50.65
