Position: International Specialist: Financial Management Specialist Background: Winrock International is recruiting an International Specialist: Financial Management Specialist for an Asian Development Bank (ADB) opportunity in Laos focused on Sustainable Agrifood systems. The project will contribute to food security and nutrition improved, and agricultural value addition increased in a climate resilient and gender-responsive manner in Lao PDR. This position will be a part-time consultancy that will require a commitment of 4 person months over a 5-year period.  Location: Remote with travel to Laos required. Major Responsibilities:  Finance and Accounting  <ul><li>Keep updated with the project documents, ADB’s financial policies, the government’s financial rules and regulations, </li></ul><ul><li>Setup project financial management systems including the preparation of financial management manual and procurement of the financial management software, </li></ul><ul><li>Ensure that project financial management system is in compliance with ADB’s and government requirements,  </li></ul><ul><li>Assist the Project Management Unit (PMU) and Project Implementation Units (PIUs) in managing advance and sub-account for smooth implementation of the project, </li></ul><ul><li>Assist the PMU and PIUs in preparing WAs including submission to MOF and ADB,  </li></ul><ul><li>Assist the PMU and PIUs to prepare annual disbursement plan,  </li></ul><ul><li>Assist the PMU and PIUs to prepare project financial statements as per ADB’s requirement </li></ul>Auditing  <ul><li>Facilitate internal and external auditors to conduct project audits </li></ul><ul><li>Provide necessary documents and support the audits </li></ul><ul><li>Advise findings of internal and external audit to EAs and IAs </li></ul>Capacity Building of Financial and Accounting Staff <ul><li>Provide capacity building support and training to project financial management staff </li></ul><ul><li>Support PMU and PIUs to conduct financial management related training to project financial management staff.  </li></ul>Qualifications  Education: Bachelor’s degree in accounting or finance and professional accounting or finance certification such as CA, CPA, CPA, or ACCA Experience:  <ul><li>At least 15 years’ experience in accounting and auditing </li></ul><ul><li>Familiar with the requirements of the international development agencies requirements in financial intermediary designed projects.  </li></ul><ul><li>Familiar with the applicable application accounting standards in Lao PDR and well versed with ADB’s project financial management process and procedures </li></ul><ul><li>Experience working in LAO PDR preferred  </li></ul><ul><li>Experience working with ADB preferred.  </li></ul><ul><li>Experience working in ASEAN countries – particularly in Lao PDR, Vietnam, and Cambodia considered as an advantage </li></ul>Computer Skills: Proficiency in using Microsoft Office software, including Word, Outlook, and PowerPoint.
