The selected candidate will be expected to travel anywhere from 15% of his or her time per month to various locations within said state/jurisdiction, including but not limited to the Public Service Commission of South Carolina or the Office of Regulatory Staff as well as meetings at Duke's corporate/regional/state headquarters or numerous operations locations within the Carolinas.This position serves as support to the implementation of the South Carolina Energy Security Act, including identifying and applying implications of the Act to regulatory efforts, planning for longer-term opportunities and challenges, communicating a cohesive and cross functional interpretation of the key provisions for Duke Energy, and operationalizing consistent policy implementation for future regulatory, financial and operational efforts within scope of the Act.  The position will support cross functional efforts for Act-related matters that include, but are not limited to, energy efficiency, rate setting, reporting, resource planning, and development of communications and deliverables for the South Carolina President’s organization.  This position is also expected to be able to support meetings with, and inquiries from, the Office of Regulatory Staff, as well as site visits, hearings and stakeholder meetings for Act related matters. The position will also provide meaningful contributions to project management, filings with the Public Service Commission, and tracking industry and regulatory issues related to the Act.<h2>Responsibilities </h2><ul><li>Identifying and escalating issues that require resolution by the Utility Strategy Director or other leadership within the South Carolina President’s organization, particularly where such issues are associated with implementation of the Act and utility commission proceedings or other regulatory activities undertaken due to the Act. Support regulatory inquiries and assist in negotiating resolution or otherwise lead the Company's formal responses. Communicate with customers, internal stakeholders, regulatory authorities, and stakeholders as appropriate.</li><li>Assist regulatory attorneys and business units to ensure that the tenets of Act are followed consistently with guidance from the Utility Strategy Director, the VP of Regulatory Affairs and Policy, SC legal counsel and subject matter experts as appropriate. Lead or support regulatory filings implicated under the Act including routine regulatory reports, rulemakings and discovery responses.</li><li>Maintain positive working relationships with consumer advocate, Commission and regulatory staffs as well as external stakeholders. Serve as an effective intermediary between regulators and internal business units.</li><li>Identify, research and analyze emerging regulatory and legislative issues associated with the Act, including matters before the Public Service Commission, to ensure the Company’s positions are harmonious with the broader regulatory landscape. Develop alternatives and make recommendations concerning Company responses. Coordinate with key internal and external stakeholders to promote resolutions in the interest of customers and the Company.</li></ul><h2>Basic/Required Qualifications</h2><ul><li>Bachelor's degree AND five (5) years minimum required related experience</li><li>In lieu of degree and experience listed above, High School/GED AND 10 years minimum required related experience</li></ul><h2>Additional Preferred Qualifications</h2><ul><li>Detailed knowledge of Commission Rules, governing statutes, Company tariffs, and relevant regulatory rulings of precedent.</li><li>Strong verbal and written communication skills are required.</li><li>A fundamental understanding of the Company’s business objectives</li><li>Effective negotiation and interpersonal skills.</li><li>An understanding of the regulatory, political and business communities located within South Carolina</li><li>Excellent listening and communication skills and the ability to interact with internal customers, regulators, and staff in a professional, courteous, and empathetic manner at all times.</li><li>Ability to work effectively with a wide range of professional adversaries in regulatory proceedings.</li><li>Ability to thrive when working on complex and challenging issues, oftentimes with a compressed timeline.</li><li>Ability to work outside of normal business hours when required.</li><li>Ten or more years of directly relevant experience.</li><li>Experience with the legislative and or regulatory processes is preferred.</li><li>Prior work experience directly involving regulatory attorneys, and energy expertise is preferred.</li></ul><h2>Working Conditions</h2><ul><li>Hybrid Mobility Classification – Work will be performed from both remote and onsite locations after the onboarding period.
