In Indonesia, Winrock possesses a long work history with prior programming in human rights, agricultural development, child labor and domestic violence prevention, climate mitigation and adaptation, and clean energy. POSITION SUMMARY Winrock International is seeking a full time Finance, Human Resources (HR), and Administration Manager for a four-year, U.S. Department of Labor-funded project to promote fair and reliable critical mineral supply chains in Indonesia free of child labor and forced labor. The project will focus on 1) improved regulatory frameworks and their enforcement; 2) capacity building for monitoring, identification, enforcement, and remediation; and 3) research to understand the drivers, risk factors and actors affected by forced labor in critical minerals in Indonesia.  The Finance, HR, and Administration Manager will be responsible for managing finance, human resources, and administrative functions for the project and ensure the establishment and maintenance of sound systems and processes in compliance with relevant Winrock and U.S. Department of Labor policies, as well as Indonesia’s laws. KEY TASKS: Financial Management and Compliance <ul><li>Establish and maintain internal controls over project financial resources in accordance with Winrock policies, accounting standards, and donor requirements. </li></ul><ul><li>Oversee day-to-day financial operations, including accounting, cash management, payments, advances, and bank reconciliations.  </li></ul><ul><li>Support subrecipients (grants/contracts) in financial monitoring and reporting and makes field visits to subcontractor/grantees’ office as and when needed to verify records and compliance and build capacity if needed.    </li></ul><ul><li>Ensure accurate and timely financial reporting to Winrock Home Office, including monthly reporting packages and supporting documentation. </li></ul><ul><li>Monitor project expenditures against approved budgets and provide regular financial analysis and forecasts to project leadership. </li></ul><ul><li>Ensure compliance with Indonesian tax laws, statutory reporting requirements, and donor regulations. </li></ul><ul><li>Supervise relevant staff.   </li></ul><ul><li>Support internal and external audits and ensure timely resolution of audit findings. </li></ul>Human Resources Management <ul><li>Oversee recruitment, hiring, onboarding, and separation processes for project staff in coordination with the Project Director and Winrock HR. </li></ul><ul><li>Ensure compliance with Winrock’s Code of Conduct, Indonesian labor laws and Winrock HR policies. </li></ul><ul><li>Manage payroll processes and benefits administration in coordination with approved service providers. </li></ul><ul><li>Maintain accurate and complete personnel files and HR records. </li></ul><ul><li>Support performance management processes, including staff evaluations and contract renewals. </li></ul><ul><li>Serve as a point of contact for employee relations matters, escalating issues as appropriate. </li></ul>Administration and Office Management <ul><li>Oversee project office administration, including office lease management, utilities, and service contracts. </li></ul><ul><li>Manage procurement and inventory of office equipment, furniture, and supplies in accordance with Winrock procurement procedures. </li></ul><ul><li>Establish and maintain administrative systems, filing structures, and records keeping practices. </li></ul><ul><li>Oversee travel administration and logistical support for project activities. </li></ul><ul><li>Support the development and implementation of field-level policies and procedures, such as travel, vehicle use, security, and asset management. </li></ul><ul><li>Coordinate in-country close-out. </li></ul>Coordination and Reporting <ul><li>Serve as the primary liaison with Winrock Home Office finance, HR, and operations teams. </li></ul><ul><li>Lead and coordinate in-country start-up activities, including registration, banking, staffing, and systems of establishment. </li></ul><ul><li>Provide guidance to project staff on finance, HR, and administrative procedures. </li></ul><ul><li>Contribute to project planning and decision-making as part of the management team. </li></ul> REPORTING RELATIONSHIP: The Finance, Human Resources, and Administration Manager will report to the Project Director. POSITION QUALIFICATIONS: Education: Bachelor’s or Master’s degree in Finance, Accounting, Business Administration, Human Resources, or related field required. Professional certification in accounting, finance, or HR is an advantage.  Work Experience: <ul><li>At least 7 years of progressively responsible experience in finance, operations, HR, or administration for donor-funded or international development projects. </li></ul><ul><li>Demonstrated experience managing project finance and compliance, including budgeting, reporting, and internal controls. </li></ul><ul><li>Experience overseeing HR and administrative functions, including recruitment, payroll coordination, and compliance with local labor laws. </li></ul><ul><li>Prior experience working with international NGOs or donor-funded projects is strongly preferred. </li></ul><ul><li>Experience working in Indonesia or strong familiarity with Indonesian labor, tax, and regulatory environments preferred. </li></ul><ul><li>Experience supporting project start-up or early implementation phases is an asset. </li></ul>Skills and Competencies:  <ul><li>Strong organizational and multitasking skills with high attention to detail. </li></ul><ul><li>Strong analytical and problem-solving skills. </li></ul><ul><li>Ability to work independently and manage competing priorities in a fast-paced environment. </li></ul><ul><li>Excellent communication and interpersonal skills. </li></ul><ul><li>Proficient user of Quick Books or similar accounting platforms </li></ul><ul><li>Excellent computer skills (MS Office Suite, word-processing, spreadsheets, and databases) are required. </li></ul><ul><li>Proficiency in MS Office applications and familiarity with accounting or HR information systems. </li></ul><ul><li>Oral and written fluency in English and Bahasa Indonesia required. </li></ul> Winrock is an equal opportunity employer committed to providing equal treatment for all people.
