This includes designing and implementing processes, deploying cost control software, integrating with SAP and accounting, training teams, and establishing a scalable governance model across the renewable energy project portfolio.This is a hands-on role, not a maintenance role. You will architect systems, shape culture, and ensure financial transparency and predictability across all projects.The position is based in Downtown Houston with a hybrid work model of 3 days in the office and 2 days from home.  Key Responsibilities: Build the Cost Control Function &amp; Governance:<ul><li>Design and deploy standardized cost control processes across engineering, procurement, construction, and commissioning.</li><li>Define cost breakdown structures (CBS) aligned with WBS, contracts, procurement, and SAP.</li><li>Establish governance routines: budget approval, forecasting cycles, EAC reviews, variance analyses, accrual processes, and change control workflows.</li><li>Create cost management playbooks, templates, SOPs, and training materials.</li></ul>Implement Cost Control Systems &amp; Tools:<ul><li>Lead evaluation, selection, and deployment of an enterprise cost control solution (EcoSys, Primavera Cost, SAP PS, or equivalent).</li><li>Integrate cost systems with SAP, procurement, contract management, and accounting.</li><li>Build automated reporting dashboards and portfolio-level cost analytics.</li></ul>Interface with Accounting, Finance &amp; SAP:<ul><li>Define and own the integration between project cost data and SAP financials.</li><li>Align WBS, cost centers, GL accounts, commitments, and accrual processes.</li><li>Ensure consistent, reconciled data between project controls and corporate finance.</li><li>Establish month-end closing routines and cost accounting alignment.</li></ul>Training &amp; Capability Development:  <ul><li>Train project managers, construction managers, engineers, and new cost controllers on cost management concepts, tools, and standards.</li><li>Build a repeatable onboarding and certification track for new hires.</li><li>Raise the competency level across the organization with ongoing coaching.</li></ul>Portfolio Cost Analytics &amp; Reporting:<ul><li>Build enterprise cost dashboards with forecasting, burn rate, cashflow, trend analysis, and productivity metrics.</li><li>Provide meaningful insights—not just reports—to senior leadership.</li><li>Identify systemic risks, cost drivers, and opportunities for improvement across the portfolio.</li></ul>Support Project Execution:  <ul><li>Lead cost components of budget development during early estimating and pre‑construction.</li><li>Analyze cost impacts of schedule shifts, change orders, variations, and field conditions.</li><li>Monitor commitments, accruals, invoices, and actuals with commercial and finance teams.</li><li>Ensure projects maintain accurate EAC forecasts and contingency drawdown.</li></ul>Qualifications:<ul><li>10+ years in project cost control, cost engineering, or project controls.</li><li>Proven experience building cost control systems, processes, and teams.</li><li>Advanced expertise with SAP (WBS, cost centers, commitments, GL, accruals).</li><li>Experience with large EPC, construction, infrastructure, or energy projects.</li><li>Strong financial analytics, forecasting, and variance analysis capabilities.</li><li>Prior experience implementing cost control software (EcoSys, Oracle, Primavera, SAP PS).</li></ul>Preferred Qualifications:<ul><li>Bachelor’s degree in engineering, Construction Management, Finance, Business Degree or Accounting.</li><li>Experience in renewable energy or large-scale infrastructure projects.</li><li>Ability to work in a fast-paced, multi-project environment.</li></ul>Repsol is an Equal Opportunity Employer M/F/Disability/Veteran
