Performance<ul><li>Hold ultimate accountability for on-time, on-budget delivery across the MILCON portfolio; drive corrective action decisively when performance deviates</li><li>Oversee implementation of QA/QC programs in full compliance with UFC, UFGS, USACE/NAVFAC quality control requirements, and project-specific QC plans</li><li>Drive safety program development and enforcement across all MILCON project sites in compliance with EM 385-1-1 and contract requirements</li><li>Resolve complex field issues, contract disputes, and government-directed changes with sound judgment and minimal escalation</li><li>Oversee the RFP and subcontracting process for MILCON projects, ensuring trade partner selection aligns with federal compliance requirements and project demands</li></ul> Government Compliance &amp; Risk Management<ul><li>Ensure all construction operations are fully compliant with FAR, DFARS, UFC, UFGS, EM 385-1-1, and all applicable DoD standards and project-specific requirements</li><li>Oversee security protocols, personnel clearance requirements, and site access control across MILCON project sites</li><li>Lead or support preparation of Time Impact Analyses (TIAs), Requests for Equitable Adjustment (REAs), and other contract modification submissions as required</li><li>Develop and maintain program-level risk registers;
