This is a full-time key personnel role responsible for ensuring the program is organized, compliant, well-coordinated, and able to execute effectively across task orders, technical teams, subcontractors, and government stakeholders.This role is the senior prime-contractor program management lead for and is accountable for ensuring that Tomorrow.io delivers against contract requirements, task order commitments, subcontractor dependencies, reporting obligations, and customer expectations.*Offer of employment for this role is contingent upon contract award to Tomorrow.io.*<h2>Expected Outcomes</h2>The Program Manager will ensure the  program runs with strong operational discipline, including clear schedules, accurate reporting, well-managed risks, documented decisions, timely deliverables, and coordinated execution across Tomorrow.io, subcontractors, technical leaders, and NOAA stakeholders.This role is expected to support immediate execution upon award, including kickoff readiness, project management planning, transition execution, recurring progress reporting, risk management, and task order implementation.<h2>Key Responsibilities</h2><ul><li>Lead overall project management for the NOAA contracted program across the IDIQ and task order levels, ensuring contract requirements, deliverables, milestones, and customer commitments are met.</li><li>Serve as the primary program management liaison with NOAA stakeholders, including the Contracting Officer, COR,  Program Team, and other government stakeholders as appropriate.</li><li>Manage the PMO operating cadence, including kickoff meetings, biweekly progress meetings, leadership reviews, task order reviews, subcontractor reviews, and internal execution meetings.</li><li>Establish and maintain the Integrated Master Schedule, including task order milestones, dependencies, deliverables, staffing inputs, risks, and key decision points.</li><li>Lead development and maintenance of core program artifacts, including the Project Management Plan, communication plan, staffing plans, risk register, action-item tracker, deliverables tracker, decision log, change-control documentation, and progress reports.</li><li>Oversee task order implementation, including scope confirmation, resource planning, schedule tracking, deliverable tracking, risk management, reporting, and closeout support.</li><li>Coordinate across technical leadership, and corporate functions to ensure execution is aligned, dependencies are visible, and blockers are resolved quickly.</li><li>Partner with Ops to support contract execution requirements, including labor visibility, subcontractor support, ODCs, invoicing inputs, staffing, onboarding, and compliance needs.</li><li>Maintain visibility into program risks, issues, blockers, decisions, and dependencies; escalate items that may affect cost, schedule, quality, compliance, or stakeholder expectations.</li><li>Prepare and support customer briefings, monthly progress reports, program reviews, executive dashboards, and other status updates for NOAA and Tomorrow.io leadership.</li><li>Ensure program records are maintained in approved systems such as Jira, Confluence, GitHub Projects, or other program management tools.</li><li>Support quality review of deliverables before submission to NOAA and help maintain a clear, disciplined, and collaborative operating model across Team Tomorrow.</li></ul><h2>What You Bring</h2><ul><li>8+ years of experience in project management, program management, technical program management, government program execution, or a related role.</li><li>PMP Certification (certification number to be verified)</li><li>Experience managing complex programs with multiple workstreams, stakeholders, schedules, risks, deliverables, and reporting requirements.</li><li>Experience supporting government contracts, federal programs, task orders, subcontractor coordination, or customer-facing delivery programs.</li><li>Strong project management discipline, including schedule management, risk management, action tracking, meeting facilitation, status reporting, and deliverable coordination.</li><li>Strong written and verbal communication skills, including the ability to prepare executive-ready status updates, meeting notes, progress reports, and follow-up communications.</li><li>Experience using project management and collaboration tools such as Jira, Confluence, GitHub Projects, Smartsheet, Asana, Monday.com, or similar systems.</li><li>Ability to operate effectively in a fast-moving environment with ambiguity, shifting priorities, and time-sensitive deliverables.</li><li>Experience supervising and managing teams</li></ul>Preferred but not required:<ul><li>Experience managing software, cloud, data, scientific, engineering, aerospace, weather, or federal technology programs.</li><li>Experience working with NOAA, NASA, DoD, or other federal science/technology agencies.</li><li>Familiarity with federal contract compliance, government reporting, and subcontractor management.</li></ul>If your experience is close but doesn’t fulfill all requirements, please apply.
