Job PurposeLead the complete PMC assignment for the transmission line, HVAC substations and HVDC terminal station packages, ensuring that the works are delivered safely, within the approved scope, schedule, budget, quality requirements and contractual framework.Key Responsibilities<ul><li>Act as the principal point of contact between the Consultant, Client, EPC contractors, OEMs and other stakeholders.</li><li>Establish the Project Execution Plan, organization structure, responsibility matrix, communication protocol and reporting arrangements.</li><li>Lead mobilization and deployment of PMC resources across transmission line sections, substations and HVDC terminal stations.</li><li>Review and monitor the contractor's baseline schedule, procurement plan, construction methodology, resource plan and commissioning programme.</li><li>Coordinate transmission line, substation, HVDC, civil, electrical, mechanical, protection, SCADA, telecom, quality, HSE and contractual interfaces.</li><li>Monitor overall progress against approved milestones, identify deviations and direct preparation of recovery or acceleration plans.</li><li>Review critical technical submissions, constructability issues, interface matters and site constraints requiring management decisions.</li><li>Ensure effective implementation of the approved quality plan, inspection and test plans and HSE management system.</li><li>Lead periodic progress, technical, contractual, risk, quality and HSE review meetings.</li><li>Review contractor claims, variations, extension-of-time submissions and change requests with the Contracts Manager and Planning Engineer.</li><li>Monitor project risks and maintain an updated risk register, mitigation plan and management action log.</li><li>Ensure timely resolution of ROW, access, crossing, outage, interface, land, statutory and stakeholder constraints.</li><li>Review recommendations for certification of contractor invoices, milestone payments and completion status.</li><li>Lead construction-completion, pre-commissioning, energization-readiness and handover reviews.</li><li>Ensure timely close-out of punch points, NCRs, technical queries, as-built drawings, test records and completion dossiers.</li><li>Provide timely advice to the Client on technical, schedule, quality, HSE, contractual and commercial matters.</li><li>Manage team performance, workload allocation, succession planning and replacement of personnel, where required.</li><li>Ensure project decisions, instructions and approvals are properly recorded and communicated.</li></ul>Key Deliverables<ul><li>Project Execution Plan.</li><li>Organization and mobilization plan.</li><li>Monthly and weekly progress reports.</li><li>Executive progress dashboard.</li><li>Risk and opportunity register.</li><li>Management action and decision log.</li><li>Recovery and acceleration recommendations.</li><li>Completion, energization-readiness and project close-out reports.</li></ul>
