Identifies and compares redlines with proposed solutions and escalates to project teams and senior-level procurement individuals for review and resolution.</li><li>Advises on medium spend and low/medium risk scopes to project teams and identifies process challenges and improvement opportunities.</li><li>Mentors Procurement Associates and works with other Procurement Specialists and Managers to affect the group positively.</li><li>Builds relationships with the project teams to understand how equipment and materials perform per our construction means and methods. Understands which equipment and materials bring our program a competitive and strategic advantage.</li><li>Makes recommendations for process improvement and continuous improvement initiatives.</li><li>Arranges, tracks, and expedites the timely delivery of services, materials, and equipment to meet site expectations. Holds self and others accountable for meeting milestones.</li><li>Coordinates with Engineering technical evaluation of proposals from material suppliers to support procurement.</li><li>Tracks all PO’s (equipment during manufacturing, all material, etc.) and delivery to support site team.</li><li>Coordinates and drives development and entries in the Project Procurement Plan to keep it up to date.</li><li>Presents, supports, and leads-by-example with a safety and quality-oriented attitude.</li><li>Takes a proactive approach to the scopes being handled to ensure lead times and pricing are accurately communicated and identify the best path to market.</li><li>Troubleshoots and trains internal Procurement staff and stakeholders on software use and best practices. Makes recommendations for process improvement and continuous improvement initiatives.</li><li>Works with Health, Safety, Quality, and Environment (HSQE) group to evaluate subcontractors, implement safe practices, mitigate safety risks, and ensure subcontractors are prequalified before beginning on-site work.</li><li>Participates in required training and follows safety management system (SMS), quality management system (QMS), and environmental management system (EMS) procedures.</li><li>Learns and actively drives the use of the various software platforms Procurement uses, including Business World, Procore, SharePoint, Hive World, ISN, and other resources.</li></ul> Safety:<ul><li>Follows safety and security procedures and determines appropriate action.  Reports potentially unsafe conditions and uses materials and equipment properly.</li></ul> Qualifications:<ul><li>Bachelors Degree in Construction Management, Business, Engineering, Supply Chain Management, or equivalent degree, or 3+ years of military/education/relevant work/field experience combination is required.</li><li>ISM or CIPS certification is preferred.</li><li>3+ years' experience negotiating purchase orders and subcontracts is preferred.</li><li>Ability to travel 15-30%.</li><li>Required<ul><li>Price and terms and conditions negotiation experience.</li><li>Multi-tasks and able to prioritize project workload and category portfolio for the given fiscal year.</li><li>Good at problem-solving and decision-making, including in scenarios where information is uncertain and timeframes are tight.</li><li>Strong skills related to attention to detail and accuracy in written documentation when dealing with high volume workload Experience issuing and managing multiple RFPs across different technologies and stakeholders.</li><li>Excellent time management, planning, and organizing capabilities.</li><li>Good communicator (written and verbal) and able to build solid and effective relationships with team members, project teams, subcontractors, and suppliers.</li><li>High level of competency with the Microsoft Office Suite (Outlook, Word, Excel (pivot tables), and PowerPoint).</li></ul></li><li>Highly desirable<ul><li>Knowledge of contracts and subcontracts.</li><li>Category management experience.</li><li>Understands macro-level market conditions and how they will affect their spending category.</li><li>Knowledge of Solar, Wind, or Substation and Transmission line construction and Procurement.</li><li>Project management experience.</li><li>Knowledge of Lean methodology.</li></ul></li><li>Functional competencies include attention to detail, prioritization, business acumen, collaboration, and self-knowledge &amp; self-learning.</li></ul> Anticipated base salary range:  $70,000 - $88,000 The final agreed upon compensation is based on individual education, qualifications, experience, and work location.
