CATF has offices in Boston, Washington D.C., and Brussels, with staff working virtually around the world.</p><h1><strong>What You’ll Do</strong></h1><p>CATF’s Industrial Innovation Program works to accelerate deep decarbonisation across critical hard-to-abate industrial sectors by connecting technology innovation, policy advocacy, and market development. Its work spans sectors including chemicals, steel, and cement, focused on deploying tangible decarbonisation technologies, such as clean power and heat, hydrogen, and carbon capture and storage.</p><p>The Senior Policy Manager will help lead, shape, and advance CATF’s industrial decarbonisation and transformation policy work across the European Union and its Member States. The role sits at the intersection of policy development and external advocacy, building thought leadership through translating complex technical and commercial issues into clear policy narratives and building connections among policymakers, industry, civil society, and CATF’s technical experts.</p><p>This is a broad role for someone who can move between policy substance and external engagement while maintaining a strong foundation in European industrial and climate policy.</p><h3><strong>Responsibilities</strong></h3><ul> <li><strong>Policy      Development &amp; Analysis</strong>     – Develop and advance practical policy positions supporting industrial      decarbonisation and transformation across the EU and its Member States,      applying policy expertise across a broad portfolio of industrial      priorities.</li> <li><strong>Policy      Advocacy &amp; Government Engagement</strong>     – Build support for CATF’s industrial policy agenda through sustained      engagement with EU institutions and national governments, including      regular engagement in Brussels.</li> <li><strong>Industrial      Sector Expertise</strong> – Apply policy knowledge      across energy-intensive industries, with particular attention to      chemicals, steel, and cement, while adapting to emerging program and      policy needs.</li> <li><strong>Technical-to-Policy      Translation</strong> – Connect technical,      commercial, and political perspectives to create clear policy narratives,      identify practical solutions, and help diverse audiences understand      complex industrial decarbonisation issues.</li> <li><strong>Relationship      Building &amp; Influence</strong>     – Develop productive relationships and coalitions with industry      representatives, environmental organisations, policymakers, and other      stakeholders to strengthen policy development and advocacy.</li> <li><strong>Carbon      Markets &amp; Technology Policy</strong>     – Contribute to policy work involving carbon management, electrification,      clean hydrogen, European and global carbon markets, and related      instruments such as the EU Emissions Trading System.</li> <li><strong>Thought      Leadership &amp; Communications</strong>     – Represent and communicate CATF’s industrial policy positions through      briefings, presentations, public speaking, media engagement, comment      letters, fact sheets, press materials, and other targeted communications.</li> <li><strong>Cross-Functional      Collaboration &amp; Program Delivery</strong>     – Work across CATF’s Industrial Innovation, European Advocacy,      Communications, and other program teams to coordinate policy work, support      partnerships and fundraising, track progress, and ensure materials receive      appropriate technical, legal, and policy review.</li></ul><h1><strong>What You’ll Bring</strong></h1><p>You can work across technical and external policy environments, turning complex information into practical positions and persuasive narratives. You bring sound judgment, strong follow-through, and the ability to build trusted relationships while balancing multiple policy priorities.</p><p>The scope of this position is intentionally broad. Success will depend on the ability to apply relevant experience across sectors and policy files rather than specialising in only one area.</p><p><strong>Required Experience</strong></p><ul> <li>A      graduate degree, or a bachelor’s degree combined with at least eight years      of relevant work experience.</li> <li>At      least three years of experience working with EU institutions and the      European legislative system.</li> <li>Detailed      knowledge of or professional experience in European climate policy and      industrial decarbonisation.</li> <li>Professional      experience within government, industry, civil society, or a combination of      these environments.</li> <li>Demonstrated      ability to develop policy positions and communicate complex technical or      policy issues clearly to external audiences.</li> <li>Experience      building relationships and working collaboratively with policymakers,      industry, civil society organisations, and internal subject-matter experts.</li> <li>Ability      to manage projects and competing priorities within a collaborative      environment while maintaining consistent follow-through and high-quality      work.</li> <li>Excellent      written and spoken communication skills in English, along with proficiency      using Microsoft Office, SharePoint, and Teams.</li></ul><p><strong>Preferred Experience</strong></p><ul> <li>Experience      with policy affecting chemicals, steel, cement, or other energy-intensive      industrial sectors.</li> <li>Knowledge      of European carbon markets, the EU Emissions Trading System, carbon      management, electrification, clean hydrogen, or related industrial      decarbonisation pathways.</li> <li>Experience      working in a European climate-focused nonprofit organisation or within the      European industrial or energy sectors.</li> <li>An      established professional network in Brussels or demonstrated experience      building relationships with Brussels-based institutions and industry      stakeholders.</li> <li>Familiarity      with CATF’s program areas.</li> <li>Additional      European language skills.</li></ul><h1><strong>What We Provide</strong></h1><p>This is an opportunity to shape practical European policies that can accelerate the decarbonisation and transformation of some of the economy’s most challenging industrial sectors.</p><ul> <li>A      mission-driven role supporting industrial decarbonisation and climate      policy across Europe.</li> <li>Opportunities      to work across policy, technology, advocacy, communications, industry, and      civil society.</li> <li>A      collaborative and intellectually curious culture where diverse      perspectives are valued and bold, practical climate solutions are      encouraged.</li> <li>A      full-time, remote working arrangement within Europe, with a preference for      candidates located in Brussels.</li> <li>Benefits      and other terms of employment aligned with the employee’s country of      employment.</li></ul><p>The role requires regular engagement in Brussels. CATF is not able to sponsor work authorisation for this position.</p><h1><strong>Compensation &amp; Pay Transparency</strong></h1><p>CATF believes candidates should have clear information about compensation so they can make informed decisions about opportunities with us. Because our team works across multiple countries, compensation is structured using CATF’s established salary ranges for the role and country of employment.</p><p>For candidates employed in Belgium, the expected base salary range for this position is:</p><p><strong>Belgium: €108,793–€130,552 per year</strong></p><p>Candidates considered for employment in another eligible European country will be provided with the applicable CATF salary range for their country of employment. Country-specific compensation information will be shared before the interview process in accordance with CATF’s commitment to pay transparency.</p><p>Actual compensation will be determined using relevant, job-related factors, including experience, skills, qualifications, role scope, internal equity, and country of employment.
