The City of Los Angeles is working against climate change with a plan to lead the world toward a low-carbon, green-energy future. The FUSE Executive Fellow will provide the foundational research towards developing a climate resilience plan that equitably addresses energy resilience throughout The City of Los Angeles.
Fellowship Dates: July 22, 2024 &ndash; July 21, 2025
Salary:&nbsp;Executive Fellows are FUSE employees and receive an annual salary of $80,000. Fellows can also access various health, dental, and vision insurance benefits. This amount is not representative of market-rate salaries for the experienced professionals in our program, but is intended as compensation for a year of public service.
ABOUT THE FUSE EXECUTIVE FELLOWSHIP
FUSE is a national nonprofit that increases the effectiveness of local governments to build more equitable communities. We embed private sector executives in city and county agencies to lead projects that narrow racial disparities, improve public services, and accelerate systems change. Since 2012, FUSE has led over 400 projects in 58 governments across 26 states, impacting a total population equivalent to 1 in 10 Americans.
When designing each fellowship project, FUSE works closely with government partners and local stakeholders to define a scope of work that will achieve substantive progress toward regional priorities. FUSE then conducts an individualized search for each project to ensure that the selected candidate has at least 15 years of professional experience, the required competencies for the role, and deep connections to the communities being served. They are data-driven and results-oriented and able to effectively manage complex projects by developing actionable roadmaps and monitoring progress to completion.
Executive Fellows are hired as FUSE employees and embedded in government agencies for at least one year of full-time work. Throughout their fellowships, they receive training, coaching, and professional support from FUSE to help achieve their project goals. FUSE Executive Fellows bring diverse perspectives and new approaches to their projects. They build strong relationships with diverse arrays of stakeholders, foster alignment within and across various layers of government, and build partnerships between governments and communities.
PROJECT CONTEXT
Under the Mayoral guidance, the City of Los Angeles leadership recognizes the pressing urgency of the climate crisis as one of the foremost challenges confronting the city. They view it as a challenge and a remarkable opportunity for Los Angeles to revamp its infrastructure and invest in a more equitable future. The City understands that addressing the catastrophic consequences of climate change entails transforming the economy and rectifying decades of environmental injustices that have disproportionately burden marginalized communities with pollution and neglect. In this endeavor, the City of LA aspires to set an example by prioritizing the interests of communities of color and working-class individuals in its policies and programs.
Residents' fundamental rights include access to clean air, clean water, and a healthy environment in their residence, work, and recreation. Unfortunately, many cities, including Los Angeles, fail to safeguard these fundamental rights. While the adverse health effects of toxic air, polluted water, and contaminated soil affect all Angelenos, these harms disproportionately afflict low-income Latino, Black, and immigrant neighborhoods in Los Angeles. Conversely, environmental benefits like open spaces, parks, and tree canopy coverage are significantly less accessible to these communities.
The City has already taken steps toward preparing for a sustainable future, including developing a Sustainable City Plan and the ongoing city-wide vulnerability assessment. The City has also received recognition for its climate protection efforts, thanks to the dedication of a past FUSE Executive Fellow.
The City of Los Angeles will collaborate with FUSE to craft a comprehensive climate resilience plan that spans the entire city and is informed by neighborhood-specific considerations. The FUSE Executive Fellow will chart the current climate resilience landscape, identify gaps for future planning, and establish a hyper-local baseline, primarily focusing on addressing the needs and building capacity in neighborhoods across Los Angeles. The FUSE Executive Fellow will also collaborate on developing department-specific directives, including resource allocation and locally-led innovative designs.
PROJECT SUMMARY &amp; POTENTIAL DELIVERABLES
The following provides a general overview of the proposed fellowship project. This project summary and the potential deliverables will be collaboratively revisited by the host agency, the fellow, and FUSE staff during the first few months of the fellowship.
Starting in July 2024, the FUSE Executive Fellow will undertake a comprehensive landscape analysis to catalog climate-related project requirements across all City departments. This will include conducting a listening tour with key stakeholders. The FUSE Executive Fellow will assess successful strategies from various localities and engage with relevant stakeholders, including other city departments, government agencies, private enterprises, and community members. This engagement aims to better understand existing and future funding opportunities at local, state, and national levels.
Moreover, the fellow will begin a collaborative effort, working through the Mayor's Office, to formulate a strategic, interdepartmental vision that ensures equitable energy resilience and enhances environmental justice for historically underserved communities throughout the City of Los Angeles.
Ultimately, this initiative will accelerate energy adaptation and scaling within different neighborhoods of Los Angeles, each with unique challenges, needs, and opportunities. For instance, Venice will present distinct challenges compared to Los Feliz. Within this project lies the potential for the City of Los Angeles to develop a scalable model for equitably managing energy adaptation and achieving true climate resilience, which can serve as a global example.
The FUSE Executive Fellow will establish the energy-resilient baseline for the City of Los Angeles by conducting an equity-centered review of various sources. Recognizing the diverse needs of the City's many neighborhoods, the fellow will adopt a hyper-local approach, emphasizing historically marginalized neighborhoods. This approach will examine equitable access to public transportation, green spaces, emergency evacuation routes and methods, EV charging stations, and other relevant factors.
By July 2025, the FUSE Executive Fellow will have:

At the core of this program is developing the next generation of thinkers and doers to help address sustainability in higher education settings. Roles in educational sustainability require a distinct combination of aptitudes including project management, data analytics, and community development. In addition to the Climate Corps training and professional certificate, this position offers professional development opportunities designed to help provide the range of skills necessary to execute sustainable programs or practices.&nbsp;

Law clerks also may assist in the editing and production of ELI publications, such as the Environmental Law Reporter. Law clerks provide crucial support for ELI projects and publications by conducting legal and policy research, analyzing environmental laws, attending and reporting on briefings and current events, drafting memoranda and other products, and otherwise assisting in the preparation of published materials.
We encourage law clerks to supplement their work experience by attending the seminars and events that ELI hosts, as well as social and networking opportunities provided by ELI and our partners.

COMPENSATION
ELI provides clerks an hourly wage of $25. In order to participate in the paid law clerk program, you must be physically present in the DC metro area (where ELI&rsquo;s office is located) during the clerkship. If a clerk desires to receive course credit for the clerkship and the clerk&rsquo;s school prohibits earning income for the same work as the course credit is being received, accommodations can be made. Clerkships during the academic year run approximately 12 weeks, and clerks work part-time (approximately 12 hours per week).

Data is how we tell stories: to decision-makers, the public, and internally. The data we gather and how we gather it speaks to our priorities as a climate justice organization. The Program Data Fellow is going to support one of CEP&rsquo;s four strategic priorities of using quantitative and qualitative data that is representative of the communities we serve to inform our advocacy work, program design, and program delivery.&nbsp;They will do a deep dive on the way that CEP gathers, reports on, and responds to data we get from our community. They will analyze the way we currently track data, conduct a variety of cross-departmental analysis, and learn about equity metrics.&nbsp;
The Fellow will also gain field experience in data collection and analysis by collaborating with CEP staff at the many points where data is collected: At inception (new program design), delivery,&nbsp;documentation, analysis, and utilization internally and externally. This will allow them to not only have a hand in direct service but to understand how data is collected and utilized in order to be effective through analysis. The Fellow will also work with the Executive Director and Engagement Manager on our strategic planning goals around data. Occasional evenings and weekends will be required, as this is how we work directly and best serve our communities. This Fellowship will average 40/hrs week and for weeks where evening and weekend work is required, hours can be flexed during the day/time. This Fellowship is available as a hybrid role with an estimated average of 2-3 days a week needed in the office or in the field (dependent on project needs). If desired, the Fellow may use the office 5 days per week.

The Climate/Energy Education Fellow is supported through an innovative partnership between Centralia College, Strategic Energy Innovations (SEI), and TransAlta; with funds provided by Centralia Coal Transition Grants. Aimed at addressing Washington state&rsquo;s myriad of energy and environmental sustainability initiatives, this Fellowship model presents a distinct opportunity to increase clean energy and career knowledge, and shape energy efficiencies and sustainability practices.
At the core of this program is developing the next generation of thinkers and doers to help address clean energy and sustainability within education. Roles in educational sustainability require a distinct combination of aptitudes including project management, data analytics, and community development. In addition to the Climate Corps training, this position offers professional development opportunities designed to help provide the range of skills necessary to execute sustainable programs or practices.
The candidate will work on pressing climate and sustainability problems and be relied upon to work toward replicable solutions. A customized mix of on-the-job training, fieldwork, and class time will help the Fellow hone marketable skills and draw important professional connections while making a marked difference in the K-12 community.
<h2>Position Description</h2>
The Climate/Energy Education Fellow will support PNCECE hosted at Centralia College and collaborate with wide-ranging project partners in Lewis and south Thurston counties to support sustainability workforce development pathways that, 1) educate, promote, and facilitate energy initiatives in K-12 programs, 2) facilitate higher education faculty engagement with topics such as building efficiency standards policy, environmental science, clean energy, HVAC and more, through communities of practice, and 3) provide internship opportunities to residents, and high school and college students 18 years of age and older. This innovative programming supported by SEI and the Climate/Energy Education Fellow is designed to create a skilled workforce that will be employable through high-wage clean energy and energy efficiency job opportunities in the region and state.

<h2>Position Overview &amp; Description</h2>
Buildings are the most rapidly growing source of greenhouse gas emissions in Washington state. In 2019 the Washington Clean Buildings bill was signed into law and later expanded in 2022. The objective is to lower costs and pollution from fossil fuel consumption in the state&rsquo;s existing covered buildings and multifamily buildings. The law also provides incentives to encourage building owners to make energy efficiency improvements earlier than required.
In Lewis County, there are 66 Tier 1 buildings of 90,000 square feet or more that are required to meet the Washington State Clean Buildings Standards by 2027. Currently, building owners lack knowledge and information about free services available and the implementation steps needed to ultimately have their facilities comply with the standard. The Building Energy Efficiency Fellow will undertake an outreach and building performance scope to support Lewis County building owners&rsquo; efforts to meet the WA State Clean Building Performance Standards. Additionally, this Fellow will be working with local utilities and their customers, including Centralia College, to support their efforts to comply with the new state law.
<h2>Responsibilities</h2>
With support and guidance from multiple technical partners, the Building Energy Efficiency Fellow will&nbsp;undertake a building performance scope and help craft a work plan to support Lewis County building owners&rsquo; efforts to meet the Clean Building Performance Standard. Responsibilities include but are not limited to:
<ul>
<li>Outreach to building owners including&nbsp;creating and&nbsp;providing resources with information regarding compliance, timeline, mapping, incentives&nbsp;and materials to share with their building occupants.</li>
<li>Direct resource support to aid building owner compliance, including: Assistance with gathering data to identify building Energy Use Index (EUIs) and EUIT,&nbsp;creating a package of templates for documentation that sites are required to submit for compliance, and offering remote support to organizations in completing their required documentation 4-6 hours per customer for up to 20 customers.</li>
<li>Develop Operations and Maintenance (O&amp;M) plans as required by the WA Clean Building Standard&nbsp;</li>
<li>Development of Energy Management plans as required by the WA Clean Building Standard.</li>

Building Energy Efficiency Fellow

Are you passionate about teaching young students and connecting them to nature? Do you love gardening or being outdoors?&nbsp;<a href="https://www.seiinc.org/" target="">SEI</a>&nbsp;is seeking emerging education professionals to join our&nbsp;<a href="https://www.climatecorps.org/cceo-fellowship.html">Climate Corps Education Outside</a>&nbsp;(CCEO) AmeriCorps cohort to advance science and eco-literacy in public elementary schools by activating school gardens as a learning laboratory for environmental education.
CCEO&rsquo;s program objectives are to:

<li>Spark children&rsquo;s interest in science</li>
<li>Increase children&rsquo;s environmental stewardship knowledge</li>
<li>Develop children&rsquo;s connection with the natural world</li>
<li>Improve children&rsquo;s attitude towards vegetables</li>

CCEO is an&nbsp;11.5-month,&nbsp;full-time (40 hours per week)&nbsp;fellowship program starting on August 19th and concluding at the end of July. This program offers emerging environmental educators extensive professional development and training as they advance outdoor science education in Bay Area public schools. While we encourage Fellows to continue the Fellowship for a second term to provide a level of consistency to our school partners, it is not required.
As a CCEO Fellow, you will be placed at a public elementary school and serve as the garden educator of that site. Fellows teach 10-16 garden and science lessons per week on Mondays through Thursdays to students in grades K-5 in the on-campus outdoor garden classroom using the provided CCEO curriculum. Fridays are designated for cohort-wide training and site administration. You will also maintain the outdoor garden classroom and work to engage the larger school community in the space. As part of a cohort of approximately 30 CCEO Fellows, you will participate in a year-long training and professional development program designed to support you in your role. Over the summer, you will work to improve curriculum and program resources, maintain your outdoor classroom, and participate in other program projects. Work site locations include North/Western San Francisco, &nbsp;South/Eastern San Francisco, Northern San Mateo County, and Southern San Mateo County.
CCEO Fellows serve a high percentage of low-income children and many English-language learners. Fellows must be committed to social justice and have cultivated or be willing to cultivate a lens of cultural humility, intersectionality, and belonging. While the field of environmental education has a long way to go, we strive for equity and inclusivity for Fellows, program staff, schools, and students.

II. Outdoor Classroom Design&nbsp;
CCEO Fellows develop and maintain inviting, educational, and productive garden classrooms. As a CCEO Fellow, you will:

<li>Collaborate with your school community to maintain and improve the school garden</li>
<li>Plant and maintain an edible vegetable garden</li>
<li>Plant and maintain perennial plants for student exploration and long-term garden habitat</li>
<li>Perform regular maintenance tasks such as weeding, watering, harvesting, and pest control</li>
<li>Develop garden infrastructure to support learning outcomes</li>
<li>Purchase garden supplies and instructional materials using the provided site budget</li>
</ul>
III. Community Engagement&nbsp;
CCEO Fellows build strong relationships with a diverse group of stakeholders, communicate about their work, and identify and support needs in the school community. As a CCEO Fellow, you will:
<ul>
<li>Represent and manage the Climate Corps Education Outside program at your school</li>
<li>Build strong relationships with community members to serve the needs of the school and students</li>
<li>Spread awareness of the program through conversations, presentations, photos, blogging, newsletters, bulletin board displays, etc.</li>
<li>Engage parent and community volunteers in the garden&nbsp;</li>
<li>Seek out grants and donations to support the garden space</li>
</ul>
IV. Professional Development&nbsp;
CCEO Fellows participate in bi-monthly program training sessions to support their growth as educators. As a CCEO Fellow, you will:&nbsp;
<ul>
<li>Attend and actively participate in training sessions focused on building your teaching, gardening, and community engagement skills</li>
<li>Engage in quarterly lesson observations with your Regional Supervisor to discuss and implement feedback</li>
</ul>
V. Site Administration&nbsp;
CCEO Fellows track data about program implementation at their school site, which is integral to demonstrating impact to funders. As a CCEO Fellow, you will support organizational data collection by:&nbsp;
<ul>
<li>Tracking and inputting individual student attendance</li>
<li>Tracking and inputting &nbsp;completed lessons with groups of students</li>
<li>Collecting and inputting data related to volunteer engagement and grantseeking</li>
<li>Administering pre- and post-student assessments at the beginning and end of the school year</li>
</ul>
<h4>COMPENSATION &amp; BENEFITS</h4>
<ul>
<li>A living allowance stipend of $3,092 per month (pre-tax amount), for a total stipend of up to $35,000 over 11.5 months.</li>
<li>An additional $10,000 education award upon successful program completion (comprised of the Segal Education award at $7,395 and the Californians For All Award at $2,605)</li>
<li>Kaiser Silver Healthcare&ndash;SEI pays 100% of the insurance premiums</li>
<li>Member Assistance Program (MAP), which provides free telehealth counseling services</li>

Requires normal range of hearing and eyesight to communicate with students as well as maintain data records. Also requires flexibility to readily adapt to a changing environment.</li>

Basic Function: The ASG launched the Brent Scowcroft Award Fellowship (BSAF), a paid, temporary, and full-time fellowship program, in recognition of ASG Co-Founder and Chairman Emeritus Lieutenant General Brent Scowcroft’s long-time dedication to the group, as well as his legacy of distinguished public service.
