Job Description

Position Overview

As a Manager on the Environmental Compliance & Strategy (ECS) team, you will be responsible for managing and advising on federal and state environmental permitting and compliance strategies to support the development, construction, and operation of Phase 2 of Invenergy’s Grain Belt Express Transmission Project in Missouri, Illinois, and Indiana.

To fulfill these duties, you will collaborate with internal project teams such as transmission development, engineering, government affairs, and construction management; external teams such as environmental and engineering consultants, external legal counsel; and external stakeholders such as private landowners, state/federal resource agencies, and conservation organizations. In this role you will apply and grow your technical and management experience in leading environmental planning and compliance; natural and cultural resources; and executing a permitting strategy.

The ideal candidate will have applied project management experience, demonstrated strategic project development abilities, and expertise with federal environmental laws including the National Environmental Policy Act (NEPA), Clean Water Act (CWA), Endangered Species Act (ESA), and National Historic Preservation Act (NHPA).

A successful candidate will be an organized and collaborative self-starter with a keen attention to detail and the ability to handle multiple concurrent tasks and demonstrated capabilities with the above. Demonstrated experience with risk identification and resolution are also critical attributes for a successful candidate.

Responsibilities

  • Advise ECS Project Director on the environmental compliance strategy for the project in Missouri, Illinois, and Indiana. Identify and raise potential environmental compliance risks with ECS Project Director and revisit and adapt the compliance strategy as the project develops.

  • Work with development and engineering teams to design the project to minimize environmental risks.

  • Effectively identify and communicate project needs, schedules, and risks with ECS Project Director and across project teams. Work collaboratively and efficiently with internal teams and external parties (e.g., consultants and counsel) to execute project work on schedule and develop strategies to address issues.

  • Manage the work of environmental consultants, which includes reviewing proposals, scheduling surveys to align with project schedule, and ensuring survey methodologies follow wildlife agency input to satisfy permit conditions/project needs.

  • Review resource/survey reports with critical attention to meeting regulatory standards, data and documentation accuracy, and survey objectives, methods, and results. Review technical reports provided by consultants for accuracy, legal defensibility, and completeness.

  • Lead agency meeting engagement, including strategy and materials development.

  • Maintain complete and organized project records for compliance with federal and state environmental regulations.

  • Work across Invenergy teams to develop project-specific control documents, such as project descriptions, for maintenance and use throughout project lifecycle.

  • Enforce adherence to project processes and protocols.

  • Support responses to environmental-related inquiries from Invenergy teams or third-party inquiries in support of project contracting, project financing, and third-party due diligence .

Requirements

  • Bachelor’s degree required in natural resources, environmental science, environmental planning, or other related degree.

  • Project management/task lead experience with a work history of increasing responsibility for resource planning and/or environmental permitting for large-scale infrastructure projects.

  • 5+ years in linear infrastructure with experience managing responsibilities similar to those listed above.

  • Ability to multi-task; adapt quickly; work well under pressure, both in large teams and one-on-one; and work independently with minimal supervision

  • Must be detail-oriented with excellent problem-solving skills

  • Ability to interpret environmental data and identify potential project risks.

  • Able to act and adapt to a fast-paced business environment with competing deadlines, and quickly learn and implement internal processes.

  • Strong attention to detail, assuring documents and communications are concise and accurate.

  • Eligible to work in the United States without the need for employer visa sponsorship now or in the future.

Preferred

  • Experience managing environmental compliance of large-scale linear infrastructure projects in Missouri, Illinois, and Indiana.

  • Ability to navigate ArcGIS online and Google Earth platforms to interpret environmental spatial data and identify potential project risks and siting opportunities for facilities.

Salary Range

$123,000 - $138,,000
