About the role

We are looking for a Vice President of Public Programs to join our dynamic, supportive team. This position has the ability to work remotely from anywhere in the United States.  


Your mission as the Vice President of Public Programs will be to provide the leadership necessary for Pearl to position itself to scale through certification of homes and installations improved with public funds. In consultation with Pearl’s leadership team, the VP will develop and will oversee execution of an overall strategic vision for the division, including strategies to integrate Pearl Certification into public programs, to develop partnerships with a broad range of public entities, and to enhance Pearl’s brand in the public sector. During 2024, the VP will focus on opportunities associated with the Inflation Reduction Act rebate programs, and potentially also Greenhouse Gas Reduction Fund opportunities.  

What you'll do

  • Work with Pearl’s President and Executive Team to develop divisional strategy

  • Oversee the implementation of said divisional strategy, and spearhead development of the division’s business plan

    • Craft business development and sales tactics to ensure realization of Pearl’s brand and revenue goals

    • Develop the divisional budget to ensure achievement of revenue goals and adherence to spending parameters

    • Manage and build a team of skilled and motivated professionals capable of achieving the division’s goals

  • Ensure that Pearl’s public sector “product” (“offering”) is first-in-class at meeting the public sector’s needs by overseeing customer discovery and product iteration, as necessary

  • Understand IRA and GGRF programs and policies, and ensure that Pearl is positioned to meet the needs of these programs by developing product offerings, building relationships, etc

  • Develop partnerships with the program implementers who will oversee IRA, GGRF, and other public programs

  • Establish and maintain critical strategic partnerships with key public sector actors, including federal agencies (DOE, EPA), state energy offices, implementation contractors, national and local non-profits, and utilities

  • Support Pearl’s work to develop public policy

  • Work with Pearl’s marketing team to ensure an effective communications and marketing strategy that supports achievement of the division’s goals

What we are looking for

  • Knowledge:

    • Minimum of five years in senior management position and a track record of management excellence

    • Minimum of seven years experience in public and/or utility sector/energy efficiency

  • Know-how:

    • Ability to rapidly synthesize complex information and put it to use

    • Ability to communicate with excellence and ease

    • Ability to develop strong relationships and partnerships with a wide range of stakeholders

    • Ability to develop and support high performing, remotely-located teams

  • Fit:

    • You are committed to developing programs and offerings that support disadvantaged communities and communities of color

    • You have entrepreneurial energy and take joy in problem solving
    • You are authorized to legally work in the U.S. (Pearl is unable to sponsor employment visas at this time)

    • You do not mind traveling (two to three days for two to three weeks, multiple months of the year)

Compensation and Benefits:
  • Market salary based on experience and local conditions, in the range of $180k to $220k
