Overview

As the Bus Rapid Transit (BRT) Manager, you will lead the BRT implementation strategy and direct, organize, and provide oversight of the capital program. You will also act as the product owner of BRT, consulting and coordinating with managers, directors, the Executive Team, and the Board of Directors to further develop the product and its brand.

Essential Duties

  • Act as a subject matter expert and support individual project managers and matrixed program managers on all aspects of the project cycle. Develop a business case for project partnership and implementation. Monitor program dependencies and risks to ensure timely and coordinated delivery of program elements. Provide oversight on the development of initial project schedules through project close out. Work with planners and engineers within Community Transit to seek conceptual project approval for projects proposed by outside parties.
  • Supervise and lead team, determine staff requirements, prioritize and assign work, train staff, conduct performance reviews, and assist with career development opportunities.
  • Plan, organize, direct, and evaluate the program strategy and vision for Community Transit’s approach to BRT service, including its expansion and improvement. Seek opportunities to partner with cities to plan, design, and implement transit related improvements to improve mobility.
  • Manage the $100M+ program budget and allocate funds across projects to meet program and agency goals. Develop financial strategies and funding options for new projects, including planning and preparation for grant applications. Work with the Grants Manager to develop grant strategies to fund program and set compliance requirements. Work directly with Federal regulators to ensure and maintain access to major funding sources.
  • Establish strong relationships and communication paths with stakeholders on BRT projects and potential impacts. Prepare reports and provide regular presentations to Management, the Executive Team, the Board of Directors, City Councils, and other external forums on the BRT Program.
  • Manage and facilitate ongoing coordination and communication with jurisdictional and transit agency partners on inter-related projects and potential impacts. Represent Community Transit’s position and interests on BRT service in jurisdictional forums. Use appropriate discretion to advocate for Community
  • Transit’s position while developing and maintaining close professional relationships with partners.
  • Work with jurisdictional, operational, and institutional partners to develop and negotiate key contracts. Position Community Transit as a partner of choice.
  • Perform other duties of a similar nature or level.

Requirements

Minimum Qualifications

  • Bachelor’s degree in Public Administration, Transportation Planning, Engineering, Urban Planning, or related field
  • 5 years of progressively responsible experience in transit or transportation planning, public works, transportation engineering, or land use planning
  • 3 years of experience defining, scoping, piloting, advancing, evaluating, and/or managing complex projects involving multi-disciplinary teams
  • 3 years of experience organizing, presenting, facilitating, and negotiating with diverse stakeholders and user groups

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

Preferred Knowledge and Skills

  • AICP, PMP, or Professional Engineer License.
  • Experience in public sector planning, budgeting, managing, or constructing transit and transportation infrastructures
  • Experience developing and implementing infrastructure improvements that benefit the customer experience, such as corridor bus priority projects, bus stop amenity projects, or related efforts
  • Experience developing dashboards to monitor program performance
  • Experience working with municipalities and supporting the development of interagency agreements
  • Experience working with and applying for state and federal grants

Working Conditions

  • 95-100% of your work will be performed in an office environment and requires you to operate standard office equipment and keyboards. You will be required to move throughout and between different office buildings. Given the nature of this job, you may also be exposed to automotive fumes, odors, and dust and may need to complete tasks in noisy environments. You may also be required to exert up to 20 pounds of force occasionally. Hybrid telework is available for most administrative personnel.
  • 0-5% of your work will be in the field, in varying weather conditions.
