ABOUT THE COALITION

The Building Decarbonization Coalition (BDC) unites building industry stakeholders with energy providers, environmental and environmental justice organizations, labor and workforce stakeholders, equipment manufacturers, and local governments to help electrify homes and workspaces with clean energy. Through convening, policy analysis, and consumer awareness building, the Coalition is pursuing fast, fair action to accelerate the development of zero-emission homes and buildings that will help leading states cut one of their largest sources of climate pollution, while creating safe, healthy and affordable communities.

THE CALIFORNIA HEAT PUMP PARTNERSHIP

The CAHPP is a groundbreaking public-private partnership that brings together state policy leaders, heat pump manufacturers, retailers, distributors, power providers, and other key market stakeholders to rapidly scale the heat pump market and support Governor Newsom’s momentous goal to install 6 million heat pumps in California by 2030. 

The CAHPP works to address technical, market, and policy barriers to accelerate heat pump market adoption. Our partners are working across the public and private sectors to implement meaningful market solutions. CAHPP priorities include:

  • Implement a consumer technical assistance program including marketing, education, and outreach strategies that increases awareness and favorability of heat pumps helps consumers understand and leverage available financial incentives.
  • Develop a Blueprint that outlines actions needed to tackle key barriers to wide-scale adoption.
  • Facilitate the resolution of heat pump adoption barriers by implementing cross-sector strategies. 

The CAHPP is guided by two advisory bodies, which convene three times per year in California and oversee actions and progress toward our goal:

  • Public Policy Board: Policymakers including Governor Newsom’s Sr. Climate Advisor, the Chair of California Energy Commission, the President of the California Public Utilities Commission, and the Chair of the California Air Resources Board. 
  • Market Advisory Board: The leading heat pump manufacturers, utilities, and other market actors from across the heat pump supply chain.

POSITION SUMMARY 

In this newly created position, the CAHPP Program Manager will be part of a passionate and collaborative initiative that is changing the conversation around heat pumps in California and sparking a virtuous cycle of consumer awareness and demand. 

This role will report to BDC’s California Heat Pump Partnership Director and partner with members across BDC’s growing team to manage multiple cross-functional work streams and deliver high quality and high-value materials and programming to CAHPP members. The Program Manager will ensure effective management, support overall implementation, and be involved in all aspects of the partnership. 

ESSENTIAL FUNCTIONS

  • Assist the CAHPP Director in managing a cross-functional team of BDC team members and external partners to ensure the CAHPP is efficiently meeting its goals and milestones. Monitor progress, delegate tasks, and oversee the timely submission of materials to the CAHPP Advisory Board and other partners.
  • Contribute to the development of key deliverables including the CAHPP Blueprint, marketing campaign assets, and grant deliverables.
  • Manage the accurate and timely submission of invoices and progress reports. 
  • Compile updates on team and market developments for quarterly progress reports for Advisory Board members.
  • Support planning for three in-person Advisory Board meetings per year; develop meeting agendas, prepare meeting materials, take and circulate notes, and follow up on key decisions and next steps emerging from the meetings.
  • Assist in managing the CAHPP budget under the guidance of the Director, overseeing a $9 million grant from the CEC and annual contributions from Advisory Board Members to ensure expenditures align with anticipated outcomes
  • Support program-related relationships with Advisory Board members, technical and marketing committee members, subcontractors, and other stakeholders.
  • Coordinate effectively with other BDC team members across communications, marketing, partnerships, and related teams. 

SKILLS & QUALIFICATIONS

  • Minimum 5 years of relevant experience, including project and process management. 
  • A commitment to advancing decarbonization efforts and alignment with BDC’s mission.
  • Proven ability to effectively manage multiple priorities and timelines concurrently and to adapt to evolving direction and objectives. 
  • Keen analytical, organizational and problem-solving skills that enable informed decision-making.
  • Strong attention to detail and ability to deliver high-quality materials. 
  • Familiarity with California’s energy policy landscape and key stakeholders and/or with building decarbonization technologies.
  • Demonstrated ability to engage professionally and collaboratively with diverse partners and stakeholders.
  • Excellent written and verbal communication skills.
  • Preferred experience includes contract management, invoicing and progress reporting, and project budget oversight. 
  • Bachelor’s degree in related field.

WORK ENVIRONMENT, SCHEDULE, & TRAVEL

Travel within the state will be required for at least three advisory board meetings per year, plus additional team retreats and gatherings.

COMPENSATION AND BENEFITS 

The salary range for this position is $110,000-$130,000 commensurate with experience, plus a competitive benefits package including paid health insurance coverage, retirement benefits with company matching, unlimited flexible paid leave, 12 paid holidays, access to professional development resources, and much more.
