About Customer Programs

The Customer Programs team implements a suite of programs with the goals of helping MCE’s customers save money and energy, electrify their homes and vehicles, and shift their electricity usage to times when prices are lowest and renewable energy is most abundant. These programs offer customers rebates, monthly bill credits, technical assistance and project management support and in some cases, no-cost upgrades. MCE’s programs have been supporting customers since 2013.

As a Senior Customer Programs Manager

Under the direction of the Manager of Customer Programs, you will support the development, implementation, administration, and coordination of energy efficiency and demand-side management programs. Ensuring that MCE’s programs achieve strategic objectives and priorities, you will design programs and set goals, evaluate and develop new business and partnership opportunities, manage activities of implementers, track program data, select new measures for incorporation into programs, and apply for grants.

You will also oversee the work of implementers and may negotiate contracts. This position may require engagement with customers directly, including building owners and managers on MCE’s behalf in the implementation and measurement of energy savings projects. Cross team collaboration is key in this role and will involve working with functional teams such as Public Affairs, Technology and Analytics, Legal and Customer Operations.

Key Responsibilities (Illustrative Only)

  • Manage and implement energy efficiency or other demand-side management programs.

  • Analyze program compliance with regulatory requirements and internal policy objectives.

  • Track program metrics to understand program performance, including customer satisfaction, and make recommendations for program improvements.

  • Develop high-quality marketing materials and messaging to communicate program objectives and outcomes, and to interface with stakeholders, partners, the media, and the public.

  • Manage contracts with program implementers and supports program implementers in executing program strategies, including occasional time in the field.

  • Assist in the development and administration of fiscally responsible program budgets.

  • Maintain expertise in industry trends and innovations around energy efficiency and demand-side management programs and incorporate new ideas when appropriate.

  • Make verbal presentations to stakeholders on program elements and outcomes.

  • Maintain professional and productive relationships with relevant, local industry groups and community organizations.

  • Negotiate and draft contracts for review by the Manager of Customer Programs, Director of Customer Programs, the Chief Executive Officer and the Board of Directors.

  • Design energy efficiency and other demand-side management programs including developing metrics to gauge program success.

Minimum Qualifications

Required Skills

  • Contractor/vendor management experience.

  • Commercial sector experience.

  • Experience working with diverse communities and vulnerable customers.

  • Management experience in the coordination and implementation of energy efficiency programs.

  • California residence is required with a strong preference for a candidate residing within commutable distance of MCE offices. MCE offices are in San Rafael, and Concord CA.

Education/Experience

  • Any combination of education and experience provides the knowledge and skills required to perform the duties of the position. Typically, a Bachelor’s Degree in business administration, public administration, engineering, environmental science, green building, or a closely related field.

  • At least six (6) years of progressively responsible experience at an electric utility, local government agency or private company that provides energy efficiency program services.

    • A Master’s degree in a related field may be substituted for up to two (2) years of experience. 

Knowledge of:

  • Energy efficiency, demand response, distributed generation, electric vehicle, and/or energy storage technologies and deployment strategies.

  • Population-Level Normalized Metered Energy Consumption (NMEC) programs.

  • California ratepayer funded energy efficiency program policies and procedures.

  • Principles and practices of program management and business decision-making processes.

  • Program budget development and administration.

  • Technical understanding of industry best practices.

  • Microsoft Office Suite software including Excel, Word and PowerPoint programs and Adobe Acrobat.

  • An understanding of industry analytical tools including CPUC’s Cost Effectiveness Tool, and the DEER Database are desirable. 

Compensation & Benefits

Competitive compensation package offered, based on candidate experience along with generous benefits and perks, including fully paid premiums for health insurance, parental leave, dependent care subsidies, student loan repayment, and employee wellness program.

Starting Salary Range: $124,704 - $163,154
