Position Summary
The Senior Manager leads and supports efforts to influence and establish federal policy to advance Rewiring America’s mission. This position plays a critical role on the Policy team by developing innovative policies and strategies, producing policy analyses and recommendations, managing internal relationships and coalitions, managing projects, developing and leading campaigns, and cultivating networks with external partners. This position reports to the Senior Director of Federal Policy.
Requirements
What You’ll Do
Policy and Strategy Development, Analysis and Research:
- Develop policies that will advance electrification, track upcoming legislative actions, identify gaps and opportunities in existing policies, and suggest and assess pathways for progress on complicated policy issues, sometimes based on limited information and precedent
- Design and execute strategies for the adoption of and continued support for home electrification by policymakers in Washington DC and in key Congressional districts
- Track, submit comments on and implement strategy to influence regulatory and other opportunities that can affect and/or advance Rewiring’s mission
- Cultivate deep subject matter expertise on strategic and timely topics to advance the broader objectives of the Federal Policy team
- Work with colleagues to evaluate emerging policies, technologies, and other developments. Communicate findings succinctly in fact sheets, memos, and other written formats
Policy and Strategy Leadership, Execution, Coordination and Outreach:
- Independently and with the Senior Director of Federal Policy, identify, develop, and gather input on policy campaigns
- Lead the execution of policy campaigns and support related outreach efforts by tracking responses and synthesizing feedback from stakeholders, running logistics on external campaigns, and other tasks as needed
- Provide project management on internal efforts around topics such as tax code revisions, facilitating local technology adoption, housing policy, and FERC Order implementation, including rapid response, and member requests
- Coordinate with RA’s state policy staff on cross-jurisdictional issues such as IRA rebate implementation or utility regulation
- Manage and cultivate coalitions and relationships with diverse external partners
- Become a source of thought leadership and truth within and outside of Rewiring on federal policy, especially the IRA, including with regards cross-organizational workstreams, coalition meetings, and speaking engagements in policy decision-making venues (e.g. testifying on a priority bill or regulation)

The Senior Federal Policy Manager joins a team that operates with a sense of urgency and a track record of success across the fields of science, technology, business, policy, and politics. The Senior Federal Policy Manager must add leadership, strategy, project management, innovative thinking, creative problem-solving, and networking skills to the team.
The successful candidate demonstrates enthusiasm for making concrete improvements in people's lives through policy change, and models excellence and integrity in all they do. The selected candidate will also possess the following Core and Preferred qualifications and characteristics:
Core:
- 7+ years of relevant work experience, including direct policy or advocacy work
- Experience managing projects or teams and developing impactful strategy
- Highly organized with demonstrated success working independently and balancing multiple projects simultaneously
- Strong commitment to the mission, policies, and goals of Rewiring America
- Critical thinker with exceptional analytical, writing and communication skills, including the ability to distill complicated information for different audiences
- Collaborative work style, both internally and externally
- Familiarity with technology to support remote teamwork
Preferred:
- Diverse background and lived experiences that will help us make the case for policy change and build relationships across a wide spectrum of stakeholder communities
- Experience working in a fast-paced setting with tight deadlines
- Experience working with diverse advocacy coalitions
- Experience at or with The Hill or a federal agency
- Policy or advocacy experience in climate, building electrification, affordable housing, environmental justice, and/or other related topics

Compensation and Benefits
The salary range for this position is $110,000 to $150,000 USD, commensurate with qualifications and experience.

- We have an office closure between Christmas and New Year.
