The Senior Government Accounting Manager will be responsible for ensuring Sila’s accounting and financial compliance with Federal Assistance Grants and other Government contracts. This includes proper and timely reporting for all government contracts and related costing activities including payroll and capital expenditures, ensuring compliance with the terms and conditions of each Grant as well as related government accounting regulations including Chapter 2 of the Code of Federal Regulations Part 200 (2 CFR 200), Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).

Responsibilities and Duties  

  • Ensure that all financial transactions related to Federal Assistance grants are properly tracked, recorded and reported in compliance with grant agreements, CAS, GAAP, and 2 CFR 200.
  • Oversee the preparation of required Federal financial reports and reimbursement requests to ensure timely submission to granting agencies, as well as reporting reimbursement progress with internal stakeholders.
  • Develop and maintain policies and procedures related to Government Accounting operation, ensuring compliance and adherence to all relevant regulations and standards.
  • Provide guidance and support to senior management, program managers, and other stakeholders on Government accounting compliance matters, including budgeting, cost tracking and allocation, and financial reporting.
  • Monitor compliance with grant terms and conditions, and work with program managers and other internal stakeholders to identify and mitigate any areas of non-compliance.
  • Stay up-to-date on changes in regulations and compliance requirements, and communicate any changes or updates to relevant stakeholders.
  • Support program budget preparations and reporting that align with program objectives, and compile and analyze budget submissions and 
  • Review government contract requirements (agreement, budgets, compliance); other contract and grant requirements) to ensure cost tracking processes are established and controlled to provide accurate and complete financial records throughout the Company’s government cost accounting, payroll and other financial systems.
  • Verify accuracy of financial information and cost charges to grant-funded projects, including correct coding and account reasonableness. Analyze project expenditures to ensure costs are allowable, allocable, reasonable and consistently handled as directed by Government contracts, as well as the CFR and related Federal regulations.
  • Review requests for procurement of goods and services to ensure compliance with purchasing policies, and ensure expenditure reimbursement requests are billed to grants in compliance with Government contracts and Federal regulations.
  • Request reimbursements from awarding agencies in a timely manner and follow up on accounts receivable.
  • Monitor the monthly budget versus actual expenditures, troubleshoot as needed with program managers; provide timely updates to budgets to reflect program spending changes, adjustments to funding.
  • Conduct regular reviews and support internal and external audits. This may include travel for on-site verification of financial records and related documentation.
  • Ensure files, records and supporting documentation are up to date, comprehensive, and always “handover ready”.
  • Act as the primary point of contact for the Company with awarding agencies in any discussion of billing, compliance and reporting.

Knowledge and Skill Requirements 

  • A Bachelor’s Degree or higher in Accounting
  • At least 7+ years of grant accounting, reporting or compliance related experience 
  • Demonstrated understanding of GAAP accounting standards, time reporting, budget analysis, and compliance with government contracts
  • Large scale ERP system experience
  • Direct work experience with Federal Assistance Grants preferred

Physical Demands and Working Conditions

  • Move long distances (such as from building to building) and be stationary for extended periods of time
  • Operate a computer and other office equipment, such as a laptop, copier/printer, etc in a fixed location

 

The starting base pay for this role is between $117,000 and $148,000 at the time of posting. The actual base pay depends on many factors, such as education, experience, and skills. Base pay is only one part of Sila’s competitive Total Rewards package that can include benefits, perks, equity, and bonuses.  The base pay range is subject to change and may be modified in the future. #LI-Onsite
