The Senior Research and Policy Analyst supports the Northeast Regional Office's programmatic focus on energy and health issues by providing strategic and technical assistance. The position focuses on analyzing, writing and editing advocacy and technical documents, and developing the factual basis for lawsuits and administrative proceedings, and maintaining relationships with government decision-makers, clients and other partners to advance our advocacy.  This role is hybrid in New York City.

This position sits within the Northeast Regional team and reports to the Managing Attorney. This is a hybrid position that will be based out of the New York office approximately 2 days per week. 

Responsibilities:

Research and Analysis

Design and conduct policy/legislative research and analysis on various clean energy and/or environmental health topics that advance the New York office’s strategic priorities
Remain current on scientific, legal, and political developments to inform active and potential case work
Develop strategies for using information requests to support case investigation and broader outreach and advocacy efforts
Draft and file information requests to state and federal agencies; manage correspondence with government officials; review responsive records to generate insights that support clients and case development
Generate products through data analysis, data visualization and GIS software to build narratives and strengthen the factual basis for litigation and advocacy efforts
Take on special projects as assigned
Work with the Communications Department to enhance the visibility of regional issues
Researches and creates technical analyses and documents in support of current and potential advocacy projects and litigation cases
Works with staff and partners to formulate model policies and policy recommendations
Works with lawyers and outside experts to help design and manage expert reports, testimony, and analyses in addition to making them understandable
May identify and recruit scientists and technical experts
May independently design and propose research and data gathering strategies
Designs, drafts and manages submissions of letters, reports and supporting materials
Develops strategies for using information requests

Outreach and Advocacy

Conduct outreach to potential and existing client groups from low income communities or communities of color in the region, and otherwise cultivate allies, thoughtful partnerships and coalitions in support of assigned issues
Develop and manage outreach plans for select matters within the New York office’s clean energy and/or healthy communities dockets; collaborate with partners to strengthen litigation and advocacy efforts
Create recommendations using insights gained from outreach efforts to support the development of regional priorities (e.g., informing case selection); communicate key findings to relevant internal and external stakeholders
Represent Earthjustice before government bodies and external coalitions to advance client and organizational interests; prepare comments, attending hearings, and deliver testimony as required
Create and maintain strong relationships with staff from relevant government agencies; attend meetings to advance interests on assigned issues
Support clients and partners by identifying and assisting with projects to build the capacity of community-based groups
Engages in direct advocacy with government agencies and legislative bodies
Develops, implements and manages community outreach and/or building partnerships, acting as a key agent in developing strategies, assessing advocacy and other engagement opportunities using insights gained from outreach efforts
Cultivates thoughtful partnerships, allies and coalitions in support of assigned issues
Serves as a technical and policy expert, advocate and potentially spokesperson. May prepare comments, attend hearings and deliver testimony as required

Additional duties and responsibilities as assigned:

This role includes special projects or additional tasks as assigned, including project management, participation in hiring committees, organization-wide working groups and initiatives
This position may manage non-legal interns
Other duties as assigned

Qualifications:

Experience with transportation, energy, air pollution, climate and/or environmental justice policy issues preferred
Graduate degree in related field or equivalent experience
3+ years of relevant experience
Experience analyzing scientific and technical documents, and researching, synthesizing and presenting science and policy issues to expert as well as public audiences
Strong research and organizational skills; attention to detail with proven ability to solve complex problems, work independently and meet deadlines 
Ability to understand policy, complex facts, scientific and technical issues quickly and synthesize this information in a way that makes it understandable to various audiences 
Excellent research, writing, oral communication and computer skills, including data analysis skills (Word, Excel, Internet, Adobe, Outlook, PowerPoint, Westlaw/LexisNexis, GIS) 
Demonstrated experience in effective communication and collaboration with: colleagues, clients, partners, agency staff, community-based organizations and technical experts 
Awareness and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds and orientations 
Desire and ability to contribute to the creation of a diverse, equitable and inclusive work culture that encourages and celebrates differences

As a 501(c)(3) organization, Earthjustice is a qualifying employer for purposes of the Public Service Loan Forgiveness (PSLF) Program.

Salary depends on experience and location.

Salary range in New York, NY: $112,100 - $124,500
