Job Description – Operations &amp; Maintenance (O&amp;M) Director Role PurposeThe O&amp;M Director will provide overall leadership, strategic direction, and technical oversight of the IOT. The role focuses on ensuring that O&amp;M requirements are fully integrated into system design, construction, testing, and handover, and on coordinating closely with the appointed O&amp;M Concessionaire to achieve seamless operational readiness and long-term system sustainability.<div></div>Key ResponsibilitiesLeadership &amp; Team Management<ul><li>Lead and manage the integrated O&amp;M team comprising international and national experts across operations, maintenance, rolling stock, systems, depot, safety, and asset management disciplines.</li><li>Act as the senior O&amp;M authority within the General Consultant team.</li><li>Ensure effective coordination and information flow between O&amp;M specialists and other technical disciplines.</li></ul>O&amp;M Strategy, Readiness &amp; Integration<ul><li>Define and oversee the overall O&amp;M framework, policies, and readiness approach for the railway system.</li><li>Ensure that operational, maintainability, reliability, and safety requirements are embedded in system design, construction, and testing.</li><li>Guide preparation and review of O&amp;M plans, maintenance philosophies, asset management strategies, and lifecycle considerations.</li></ul>Coordination with O&amp;M Concessionaire<ul><li>Serve as the primary coordination interface with the appointed O&amp;M Concessionaire on all O&amp;M-related matters.</li><li>Facilitate alignment between the project’s technical deliverables and the O&amp;M Concessionaire’s operational and maintenance requirements.</li><li>Support coordination on mobilization planning, staffing assumptions, training frameworks, and operational procedures.</li><li>Ensure effective knowledge transfer and information exchange between contractors, the project team, and the O&amp;M Concessionaire.</li></ul>Technical Oversight<ul><li>Review infrastructure, systems, rolling stock, depot, and facilities designs from an O&amp;M, maintainability, and operability perspective.</li><li>Ensure compliance with applicable standards, safety regulations, RAMS requirements, and best international practice.</li><li>Oversee identification and mitigation of O&amp;M-related risks impacting operational readiness and long-term performance.</li></ul>Interface &amp; Stakeholder Management<ul><li>Liaise with the Client, General Consultant leadership, Contractors, and the O&amp;M Concessionaire on O&amp;M issues.</li><li>Lead and participate in O&amp;M-related workshops, coordination meetings, and technical reviews.</li><li>Provide clear technical advice and recommendations on O&amp;M matters to senior stakeholders.</li></ul>Required Skills and Qualifications<ul><li>Bachelor’s or Master’s degree in Electrical, Mechanical, Railway, or Systems Engineering, or a related field.</li><li>Minimum 10 years of professional experience in railway system operations, maintenance, and management under a railway operator and a consultant.</li><li>Proven experience in Asian countries is mandatory, preferably with direct involvement in subway and urban rail systems.</li><li>Demonstrated experience in predictive maintenance programs, system testing, and commissioning.</li><li>Familiarity with O&amp;M performance monitoring.</li><li>Knowledge of safety standards, HAZARD/HAZOP procedures, and operational risk management.</li><li>Skills in documentation, e.g. technical reporting, presentation material preparation, etc.  (Able to produce report/presentation material).</li><li>Excellent written &amp; verbal communication and coordination skills for managing multi-disciplinary teams.</li></ul>At Surbana Jurong, we put talent, hard work, teamwork and a fun workplace together to approach problems and solve them creatively and collaboratively.
