POSITION SUMMARY

Trout Unlimited is looking for an experienced leader to help advance and grow our strategic conservation policy work in Wyoming. This position will be part of TU’s Wyoming team and responsible for leading our federal and state strategies, shaping TU’s involvement in land management plans, developing strong relationships with decision-makers and stakeholders, and working with other staff and partners to develop proactive and collaborative solutions to issues affecting Wyoming’s fish, habitat, and water. The position will be focused on a variety of projects and campaigns simultaneously, including implementation of the BLM’s new Conservation and Landscape Health Rule (commonly referred to as the “Public Lands Rule”), and will engage TU’s state council, chapters, and new audiences in these strategies.


Applicants should have experience advocating for policies before the Wyoming legislature and state administrative agencies, be a persuasive communicator, be able to work effectively both independently and as part of a team, and be ready to develop innovative approaches to complex fisheries conservation issues. The ideal candidate is creative, solution-oriented and skilled in assessing and advancing opportunities at the federal, state and local levels that conserve and protect fisheries and coldwater ecosystems throughout the state.


The Wyoming Policy and Engagement Manager or Senior Manager reports to the Wyoming State Director and will collaborate closely with other staff as well as grassroots leaders in Wyoming. The position can be based remotely throughout Wyoming. 


DUTIES AND RESPONSIBILITIES 

• Design and lead policy advocacy strategies in collaboration with the TU Wyoming staff, volunteers and the communications team.

• Build and maintain relationships with elected officials, policymakers, agency decision-makers, landowners, agricultural producers, industry representatives, and community leaders.

• Collaborate with conservation and fishing organizations, tribes, and other partners to achieve policy goals and leverage TU resources.

• Monitor federal and state policy developments and government activities relevant to TU’s mission, and formulate TU’s policy positions.

• Represent TU on policy matters in the state legislature, as well as other public meetings and hearings as needed.

• Coordinate with TU’s Government Affairs Department staff on federal policy matters.

• Coordinate with and brief TU’s Wyoming team staff on relevant policy matters. 

• Co-lead TU’s involvement in place-based land and water policy and protection campaigns and local and regional collaboratives and forums, including the Greater Little Mountain Coalition / Rock Springs RMP, the BLM’s Public Lands Rule, and Bridger-Teton National Forest Plan Revision.

• Work with TU’s staff in the Colorado River Basin on exploring feasibility and implementation of restoration leasing under the BLM’s Conservation and Landscape Health Draft Rule. 

• Build relationships with TU’s local chapters and state council to connect volunteers with projects, policy initiatives, and protection campaigns.

• Contribute to meaningful storytelling to increase awareness of TU’s statewide policy priorities, including writing content for TU’s online and social media platforms.

• Support the Wyoming Director in developing and managing the program’s annual budget. Assist with fundraising efforts as needed.

QUALIFICATIONS

• Bachelor’s or advanced degree in relevant field.

• 3-5 years of experience working on natural resource policy advocacy, including experience working with federal laws and policies, the state legislature, and natural resource agency leaders.

• Knowledge of state-level politics relevant to TU’s mission.

• Knowledge of Wyoming’s communities, cultures, and watersheds.

• Professional experience related to community organizing and volunteer engagement

• Strategic planning skills and experience. 

• Outstanding oral and written communication skills. 

• Ability to problem-solve and think creatively.

• Strong organizational skills with exceptional attention to detail. 

• Self-motivated and ability to manage multiple projects or campaigns simultaneously, while prioritizing workload.

• Ability and willingness to be present in Cheyenne during legislative session. 

• Ability and willingness to travel with some frequency in-state and occasionally out-of-state, including some weekend travel. Valid driver’s license and own vehicle required.

• Passion for TU’s mission and conserving Wyoming’s coldwater fisheries and their watersheds.

• Commitment to the principles of diversity, equity and inclusion.

• Proficient with Microsoft Office 365 (Word, Excel, and PowerPoint).


Staff and leadership at TU understand that life outside of work is important to personal health, and we strive to create a healthy and family-friendly atmosphere. This is a full-time position with a generous benefits package. The salary range is $55,000 - $65,000 for managers and $65,000 - $75,000 for senior managers depending on experience. Title and compensation decisions are dependent on several factors including, but not limited to, an individual’s qualifications and experience level, internal equity, and alignment with market data.
