Position Summary
Ava is seeking to hire a full-time Principal Legislative Manager or Sr. Principal, Legislative Manager on the Public Policy team, reporting to the Senior Director of Public Policy. Ava is looking for candidates that have a background in federal and state legislative and regulatory policy and can successfully represent Ava in legislative proceedings; evaluate proposed regulatory and legislative policies to assess the impact on Ava; develop Ava positions on issues; provide strategic regulatory and legislative advice to the business; develop technical analyses, written reports, and presentation materials; and conduct written and oral advocacy to support Ava’s positions and shape future regulations and legislation.
The Principal or Sr. Principal Legislative Manager will lead Ava’s engagement in state and federal legislative matters and engage in stakeholder outreach, building new relationships and coalitions for Ava. This role will manage staff and partner closely with Ava’s functional teams.
Position Details
Essential Duties and Responsibilities:
As part of the Public Policy team, work collaboratively with the Local Development, Power Procurement, Marketing, and Data Engineering & Analytics teams on cross-functional priorities related to regulatory and legislative matters
Create and execute state and federal legislative strategy by working with Ava leadership and teams, our lobbyists, and CalCCA partners, as well as by meeting with public officials
Manage legislative analysts and Ava state and federal lobbyists and communication policy consultant(s)
Enhance policy communications by overseeing a quarterly newsletter and identifying and engaging new communication opportunities
Identify and pursue funding opportunities for federal funding for Ava, and expand our federal relationships and presence
Analyze state and federal bills to assess the impacts on Ava; develop Ava positions on issues; develop technical analyses, written reports, and presentation materials to support Ava’s positions; conduct written and oral advocacy to shape future regulations and legislation
Manage relationships with Ava’s state and federal legislative delegations
Build and engage numerous new industry relationships through stakeholder engagement, and represent Ava’s policy interests to external parties
Collaborate with CalCCA and through other joint CCA venues to develop policy proposals and consensus positions

Minimum Requirements:
Bachelor’s degree required; Master's degree preferred
Minimum of seven years of progressively responsible and relevant work experience, including at least five years in energy and/or economics and/or environment or in a closely related field in a policy, regulatory, strategy, or related business function
Experience representing policy issues in front of state and federal legislatures
Excellent written and verbal communication and advocacy skills, strong analytical skills,
Experience in representing your organization and partnering with external stakeholders to build consensus
Deep knowledge of renewable energy policy issues
Ability to prioritize, be nimble, and self-directed in a highly fluid and rapidly changing environment
Effective and organized project manager and leader
Passion for contributing to the success of community choice energy in California
Compensation and Benefits
The annual salary for this position is either $161,058 or $178,774, with a Total Compensation of up to $177,163 - $196,651 annually based on performance. The pay rate will be determined based on the role hired, whether Principal or Sr Principal.

Location and Working Conditions
This position will be based in Ava headquarters in Oakland, near BART. Ava's team has a hybrid approach inclusive of in-office and remote work. This role is expected to go into the office Tuesdays, Thursdays and the first Wednesday of the month. We are not providing sponsorships currently.
